Konnichiwa Honorable Guildmasters,
I write you today on behalf of my company Interspace Commerce to make a humble request. Over the past weeks and months we have been doing a large amount of business in your territory both with your people and Kishiro. To expand our ability to operate in Okinawa and the Sigmas we would ask your permission to construct an annex to Furyoku Station which will be used primarily for storage but also light refining and manufacturing. The Okinawa system is flourishing as a trade hub thanks to your efforts with Fuxyeru and we would seek to continue adding to the system's popularity with traders.
Interspace's position with the houses is tenuous right now, and we face open conflict with Rheinland and a tenuous situation with Liberty. Our pilots need a place to train, and our traders need a place to work that is outside the constant drama of house politics. We hope that you will consider our request to expand our operations in Okinawa so that we as a corporation may continue to grow, and maintain the mutually beneficial partnership that has helped develop the Okinawa system.

We in the GMG know all too well how what kind of "tenuous" conflicts a House can inflict on a corporation that they believe are easily bullied. We recognize your situation and sympathize with you, Nakamura-sama.
Before we can grant an extension to be built for the Furyoku Station, we do have a few demands and regulations that we require you to enforce on your annexe.
The redistribution of Helium-3 from the Furyoku annexe. For the successful continuation of the GMG monopoly of He-3, we require that the price of He-3 on the Furyoku annexe will be on par with our own adjustable market value of the product. Namely, the Furyoku annexe must set the same price for He-3 as we have on Fuxyueru, price subject to change.
Then there's the issue of undesirable individuals that any base will attract. To ensure the safety of the system, we want you to run a White-List docking program for the Furyoku annexe. Granting docking access only to recognized groups and corporations, such as ourselves the GMG| and our Kishiro| allies, amongst others.
To make things abundantly clear, we do of course expect you to continue abiding by our Territory Laws. This is not something we expect to create any issues, as we've had no previous problems with your honourable corporation before. Nevertheless, a point worth noting.

First of all thank you for your quick response, it is greatly appreciated. It is not our intention to compete with your organization on gas sales, we do not have the ships or technology to mine gas on our own. Should you require additional storage space for gas though we would gladly share our holds with you for a modest commission on whatever gas is sold to customers should Fuxyeru Trade Hub ever run short. Our initial intent with the station is to provide a warehouse and distribution point for base supplies once the barter programme at Saitama Industrial Annex with Kishiro is completed. This will allow our ships to continue distribution of needed modular base supplies to the many bases in the area as needed or requested. Once that is complete we plan to expand to provide a buying space for all the many goods traders might bring from across Sirius into Okinawa, with Interspace hauling them to their destinations for a modest fee. Eventually we plan to sell shipping insurance from this base as well.
As for the matter of docking we agree wholeheartedly that the annexe should be operated on a "white list" allowing only authorized parties the ability to dock. However as you may already know Interspace Commerce sometimes does business with groups that are not well regarded by the current Kusari Government. We hope that you will have no issue with us extending docking rights to them as long as they behave in your territory and abide by your laws. If this is a problem though we will close our doors to them and direct them elsewhere. The last thing we want is another diplomatic incident. Interspace always has followed your laws to the letter and will continue to do so, as well as enforcing that upon any visitors to our base.
Finally I would like to inquire about possible defenses. Interspace patrols from Furyoku station are already common but we would like to further supplement them with some of our elite pilots with this new construction to ensure that the occasional Outcast sighting does not go un-investigated. In addition while Fuxyeru Trade Hub already possesses a significant weapons battery we would seek to arm our base with similar defenses, which would ensure it's safety as well as greatly adding to the defenses of the Okinawa system as a whole.

It seems like we're much in agreement then. As long as you heed to the fuel market that we control, we'll have no issue of what you store on the annexe.
And as for guests in the system and on the annexe, as long as our Territory Laws are being respected, we'll have no issue with the visitors on the annexe.
And as for defences for the Furyoku annexe. We ourselves are going to reconstruct the weapon platforms to suit our needs better, and we see the value in having a strong defensive perimeter. As such, you're free to construct the platforms you seem fit.
I'm waiting eagerly to see the first stages of this annexe's construction, Nakamura-sama!
