This channel is to be used to register all known bases in both Kusari Core space as well as space claimed as Kusari Territories via the Kusari Legal Codex outline.

Point 1. If your base falls under the followings systems:
New Tokyo
Shikoku
Honshu
Kyushu
Hokkaido
Rishiri
Nagano
Tottori

Point 2. [Hiroshima and Fukouka systems are considered controlled zones, no bases are allowed to be built without prior contact to the Kusari State Police or the Kusari Naval Forces. Any bases found within these systems will be destroyed without notice]

You will be required to register in this channel prior to the initial construction of your base. If your base is approved you will be added to the approved bases list.

Point 3.Bases exempt from this who do not have to state registration, but are required to notify via secure channels to either the State Police, Naval Forces, or the Kusari Government Zoning Board. Only the following primary vessels:

Kusari State Police ([KSP])
Kusari Naval Forces ([KNF])
Samura (Samura|-)
Kishiro (Kishiro|)
Hogosha ([|]).

Any base found to not be on the list of bases will be destroyed and the owner notified of the destruction with a possible fine to amount to no greater than 75 Million Credits for illegal base operation.

Unfortunately, I believe we will have to rescind our base application unless an agreement can be reached regarding the following:

Cloaking, Survey, and Jumpdrive factories are hereby noted to be illegal if the base is not in direct control by a Kusari Law Enforcer (KNF/KSP/KPT)

Part of the purpose for the construction of Blackthorne was to study the effects of cloaking devices. Unfortunately, without that option, the project would no longer be scientifically or economically feasible for our shareholders, which would force us to withdraw from Kusari and seek other options.

If there is some kind of agreement that could be reached with the KSP regarding the production of cloaking devices, we would be happy to hear it. We would be willing to, among other things, pay additional modest taxes for this right, offer our devices to KSP and KNF forces for a discount, and/or allow restrictions to be placed upon who we can and cannot sell them to.

If no agreement can be reached, then Blackthorne will be forced to take our business beyond the borders of the House of Kusari.

As stated in the newly upgraded base laws, the following statement brings up a matter we wish to negotiate.

Now the 'cloak factory' was one of the modules we were planning to install on the base after it reached a certan point, granted that was not going to be for a while but it was what was going to be planned. now we are not going to revoke our base position and abandon it just because of this law, but we would like to negotiate in future terms something around this fact.

One solution that was thought up was that 1 of every 4 'special device' created would go to the Kusari Forces

But seeing as this is a law, the choice is up to you my friends. coming to an agreement would help greatly, if you so are willing.

You are obviously already aware of this since you must have heard of the many encounters of your associates and you can read.

Your base is not the same Sushi base that was in Nagano, and violates the law. If you were a true patriot – you would have obeyed the law concerning base construction - sent your message much earlier and built in a legal zone.

Until the offence is cleared, ships associated with Sushi experimental research complex will be treated as hostile.
