Looking at the bombers and the tech chart, and there are some pretty big holes.
Kusari lawfuls do not have access to a heavy bomber except for the RM Fafnir. I can understand why KNF would not make a 2+1 heavy bomber (for the same reason they have a small gunboat and dessie) but its just weird that their only option is the Fafnir. Also none of the Kusari unlawfuls have usable access to one either. GC can get a Barghest with 75%, but that is marginally useless. It's possible but only if you had to do it). Another hole, Liberty lawfuls do not have access to a heavey bomber other than the Challenger, which is also kind of weird, and it comes at 90% which is significant enough with SNACs.
One obvious fix is add a dedicated CD slot to Waran. There is already the Eclipse for freelancers/pirates so its not like a super-heavy sirius-civilian is going to change the game balance.
Another possible fix, make the IMG shipline sirius-wide lawful so that any house can use those ships.
Third option, which I like the best, is make a Kusari civilian heavy bomber, similar to the Kusari Explorer gunboat. This also requires the most resources and is the least likely to happen. I did stumble across this old model proposal however link and something like that could be used as a starting point maybe, just make it bigger and slower than the Challenger.
Waran is already balanced for a dedicated CD slot - even without it's still a heavy bomber.
It's ugly, it's fugly, it's big, no one flies it without dual torps. Might as well give it a CD.
EDIT: It's currently the second fastest turning heavy bomber at 50.93 deg/sec, second to the eclipse at 51.57 deg/sec. In exchange for a CD, let's make it the slowest turning heavy bomber at 49.00 deg/sec.
Yea, yea, yea. And Rheinland/Bretonia do not have access to battlecruisers. Bretonia/Kusari do not have carriers. NOT EVERY FACTION GETS EVERYTHING.
