Greetings, sirs.
While on patrol outside of Houston with the [color=#FFFF00]LNS Chico, I picked up indications that the Alaska system had been breached by a vessel tagged with Bounty Hunters Guild markings. An attempt to reach the vessel to get it to leave via what we assume was its entrance point from the outer Omicrons was rebuffed, and we raced to the entrance of Zone 21 to see if we could catch the vessel in question. We arrived in time to see a Mr. Tom Milestone exiting into Zone 21. I attempted to reason with Mr. Milestone to yield to the appropriate punishment with the hopes that we could be done with the matter, yet he consistently rebuffed my attempts and even fled under fire. I do not presume that Mr. Milestone represents the entirety of the Bounty Hunters Guild with respect to the flaunting of Libertonian Law, so I am submitting this to both parties to be addressed as required.

I was not able to continue with the persuit as Mr. Milestone kept the LNS Chico under disruption until he could flee via Trade Lane. We respectfully submit this evidence in the hope that he will be dealt with in a manner that's consistent with Libertonian Law and the Guild's desire to maintain relations with Liberty.

I've read your report, Lieutenant Commander, and I'll pass it on to the Admiralty board for review. In the mean time, should any Bounty Hunters be caught in Zone 21 again, remove them and impose a fine anywhere from the minimum to the maximum allowed by law. Should they fail to comply with requests to leave Zone-21, you are cleared to destroy their vessels.
One thing that I'm going to make clear, even though I shouldn't need to do so is this: The aforementioned order is not to be executed anywhere outside of Zone-21.
Just got this on my desk. Seems one of my hombres was where he wasn't not supposed to be. I have just asked him what he was doing in that system and he told me he had just finished an escort job in the Edge. Then he got called to New York because some 'XTF' sniffers were wrecking havoc around the system. Not wanting to arrive too late to serve as backup, Milestone took the shortest route. Which is through alaska.

I don't know how much more clear I can make it to my hombres. we have a policy regarding alaska: stay out of there. But I guess the sound of coin and a good old fashioned red mist got the better of Milestone here. Not an excuse really, just pointing out why he did what he did: coin-induced bloodlust. Sign of a good hunter if you ask me... He had no ill intentions being there.

The Guild recognises Alaska as secure Liberty space. We respect the no-fly zone there as a collective. But sometimes individuals are too motivated to get to the action, si? I'll make sure to beat Milestone upside the head for this next time he lands on Sheffield.
Speaking of red mist.... The conduct of the captain of the Chico... is that normal navy procedure? To want to blow up a ship which doesnt pose a threat, isn`t being aggressive nor tries to run? It seems to me that the captain of said gunboat was a bit too eager to blow up a ship. Is he an ex-pirate or something? I could use a man like that in my business. Seems he likes to blow stuff up a bit too much. Had he asked for a fine, it would have been no problem.

Mr. Jack, perhaps you missed in the comm logs where I told Mr. Milestone about the navigational description broadcast from Zone 21 that says, and I quote, "[color=#FFFFFF]Any unauthorized ships attempting to breach the Zone 21 minefield or enter Zone 21 itself will be terminated without exception or exemption"? I was merely looking to put him in the cooler for a bit to think about his breach. Instead, I get vast amounts of disrepect from a man who looks to earn pay from the government I represent. If I wanted him dead, I would have started shooting the moment I saw him. Instead, I gave him a chance to comply with the Zone 21 directive and to put it all behind him. He failed to take it, and that's why we're at where we're at now.
Now, I, and every other member of the Liberty Navy Primary Fleet are under orders to fine any more "offenders" we find. Let me make this clear to you, however. I, for one, will not tolerate the use of this order to allow your men to pass through with but a slap on the wrist. I will use the maximum fine each and every time for each and every one of your Hunters who I find in Zone 21. I will make it so cost prohibitive to your men that eventually even they will learn their folly. Each one I find who fails to comply with this will be shot down, and I will report to High Command their name so that they find themselves unable to claim their bounties on our board. Let this stand as a warning to your men that we of the Navy take the security of Zone 21 very seriously, and that their trespasses will not go without consequence.
Said hunter was not near Zone 21 nor did he attempt to breach it before you started threatening him, senor. Tell me, what would you do if a gunboat was staring you in the face telling you your ship is about to get blown up? sit still?
My hombre was in fact complying up to the point where you said you'd blow him up. People tend to start running from you when you tell them you're gonna blow them up. It's called self preservation. I understand your wanting to be thorough here. And you have my blessing to slap trespassers around, be they my men or not. But in this case the running of Milestone was your own making due to the way you approached him with guns ready to spacedust his fighter.
Also, you make it sound like hunters parade daily around Alaska. This was an indident. Don't make it bigger than it is senor. Also, I've summoned Milestone to Sheffield yesterday to, ehr, speak with him. And to emphasise my displeasure with his actions I've also administered some additional punishment.
