We do our best, but real life is ruthless. Few months ago when I was juat at home our activity was over 30 days monthly, at some point DHC was the most active faction on the server. Now when I study our activity oscillates around 3 days. It's not exclusively our problem, many factions experience shifts in activity level depending on real life's needs, not much we can do about it except waiting for more free time for gaming.
As for pacifism, it's not that simple. It isn't an art to play DHC by "arrgh, death to IMG/BMM/<someone else>"
While it's obviously true some of factions are our rivals we decided to currently take more secret path of roleplaying out our rivalry. Ore thieves found inside our fields will be dealt with, but looking for a fight without reason is a no go at the moment.
I wanted to organise skirmish with USI in Bretonia or Kusari this weekend though, to portray that more open warlike part of Daumann roleplay in-game, but again, real life made it impossible. We'll try our luck the next week.
In the meantime DHC tries to be more visible in RP forum sections to compensate lowered in-game activity in that great task of contributing to the server.
Having just been shot down by someone acting on a blanket bounty placed by DHC against OSI I do have to ask why exactly that exists, there's no RP surrounding it that I can find it seems that one day you just up and decided that all OSI ships need to die all across Sirius.
Anyway, the summary of what I linked above: OSI were caught supplying Red Hessian bases, a fine was issued, it was never paid, OSI leader at that time outright refuses to pay for it, OSI gets banned from Rheinland. Obviously, Daumann is not pleased that the Red Hessians are supplied by a corporation, as small as it may be. Daumann's shady business tactics allow to deal with these problems through mercenaries.
While this conflict was quite neat by sparking unexpected changes and activity, it also had the unfortunate consequence that OSI is now generally frowned upon by Rheinland lawfuls.
The posts you linked to show an outright ban from the Rhineland Military, not Daumann, so again does Daumann have a reason to bounty OSI, or is this a case of the "operators" of the Rhineland Government deciding that Daumann's bounty board is more effective than the Rhineland Military's Board?

It looks like OSI attempted to, but the following post is an outright ban from Rhineland Space from [RM], so you can see my confusion about how this fine was "refused" and how I'm confused on how Daumann somehow came into this information

and also you're implying this wouldn't be happening if RM bountied them instead
OSI supplies/supplied the absolute arch enemy of Daumann, it gets public through the Bundestag, Daumann isn't very fond of additional resources going the way towards their foes, Daumann deals with the issue through mercenaries. I thought my former post made that clear.
Edit: Just noticed your edit. I assume that neither Rheinland politicians nor their admirals like to accept backtalk, and thus they decided to issue the ban to show that they do not want to put up with the leaders comments anymore.
