I am contacting you today because I believe you can provide assistance in a matter of trade with the House of Kusari. Several days ago myself and another Naval Officer under my command were looking to take legal goods across the border to Kusari in exchange for goods only Kusari produces. We were operating our [color=#FFFF00]Liberty Logistical Service vessels when we made contact with [KNF] and [KSP] forces in Shikoku who informed me that vessels with Military ID papers are not allowed to proceed into Kusari without prior notice according to Section 5 Subheading 3 of the Kusari Legal Codex. We attempted to negotiate with the forces present to operate under their escort, but we were still turned back. You may take pride that your men and women did their job professionally and without undue hostility. One of your pilots, however, mentioned that it would be best to contact you directly to see if we might obtain an exemption for our Transport vessels. I'm told that at one time we had such an exemption with the Government of Kusari, but that no longer appears to be the case.
Quite simply Takahashi-Kaishō, I am seeking permission for [LN]-LLS/[LN]-LNF tagged vessels and their [LN] tagged escorts to make trade runs to and from the House of Kusari without requiring constant scheduling notices. I am not making this request for any other forces of the Liberty Navy. We would of course not export anything of a military value to any House that would be in conflict with Kusari, and we would only bring in items of a non-military nature ourselves.
You may see in your message trace that a copy of this message has been sent to Kaido Marahu, Director of Personnel at Samura Heavy Industries. Kaido-san has been kind enough to agree to offer personal testimony of the character and conduct of the [LN] should you require it for the consideration of my request. Having working relations with several of our members, especially after a certain "incident" over Manhattan, he is one of the most qualified individuals outside of Liberty to speak to who we are.

Ohayōgozaimasu Captain Alan Polstari, quartermaster of Liberty Navy. I will bring this matter before the government, but as things stand the law does not permit foreign military or navy vessels to move freely within Kusari. This has been the case for the last three cycles at least by my count.
Just as kusari naval vessels are not permitted to patrol liberty space, so too must we restrict foreign military movements within our own space. Even the Military of our closest friends are not permitted free movement within our House.
Added to this is the complication of Gallic and Rheinland traffic, which creates potential for: not only violent engagements within our House; but intelligence risk on all sides ' which I am sure no-one desires.
Liberty corporations are still welcome within Kusari and are still visit here often, as Kusari corporations travel to Liberty daily. Until anything further is agreed I pray they are sufficient for your current needs.

Thank you for your response. I admit that I was hoping the issue would be simpler than this, but I understand the need to be cautious in times like these.
I would like to reiterate that this is a request for our [color=#FFFF00]Liberty Logistical Service trade vessels only, not a request for vessels in the warship class to patrol your space. We would stick to established trade lanes and would not be sending any escort larger than a Gunboat, though we would be willing to stick to snub craft if even that seems excessive. I would like to note that currently Liberty Law permits trade vessels of non-hostile militaries due to the nature of our law. We don't ban them, so they're permitted. I merely seek the same response from Kusari with respect to [LN] trade vessels.
As for potential hostilities, I understand your concern. However, I can attest to the fact that on several occassions while operating within Bretonia that our branch of the Liberty Navy has encountered trade vessels from Rheinland that we left alone due to the nature of Bretonia's neutrality in our conflict. I assure you that we will apply the same restraint within Kusari that we do in Bretonia on such matters.

Hello again Captain Polstari, I was not aware that you permitted military logistics vessels free movement within your House. Whilst I thank you for the opportunity, we have no need currently to send any military transports and will continue to rely on House shippers.
I understand that your pledge of restraint is sincere, but I cannot say the same about other visitors to Kusari. I must consider all possible scenarios and realise that it would not be long before a Gallic or Rheinland craft fired upon your forces and your men returned fire in self defence. Kusari cannot afford the occurrence of that scenario.
Intelligence is also an issue, Rheinland and Gallia will be interested in your movements, cargo and technology and may even have agents follow you to military installations. Likewise other Houses will consider the possibility of the same from Liberty and will accuse Kusari of facilitating security breaches by admitting military convoys.
The ministry tell me that the government are not currently entertaining any proposals for a change to this aspect of the law. I have heard many say they believe that Corporations of our Houses should be sufficiently encouraged to fulfil military needs.
I am sorry that I cannot give you a positive reply, and hope that the Kusari Keiretsu and your own House shippers can fulfil your requirements.
