On behalf of the Rheinwehr, I come as envoy to facilitate communications between our great peoples.
Our past histories have been rife with conflict and bloodshed, not so much with one of us at the others throat, but with our swords crossed against our mutual enemy.
There was once a time, quite recently in memory, that the Hessians were mere annoyances to the both of us - a gnawing thorn on the periphery of both of our spaces; a dull knife pressing against us, but never piercing.
Times have changed, it seems. Hessians grow ever bolder with enormous, seemingly inexhaustible, cloaking battleship fleets crewed by a sheer volume of men previously unknown to the likes of the Hessians, flying ships that were more likely conjured into existence rather than built with real materiel by backwards Hessian factories, and in numbers that the Hessian organization of five years ago would never have even hoped to sustain with their still even-less-than-rudimentary infrastructure.
These fleets, it seems, appear to have the magical ability to operate deep in our respective territories, disregarding supply lines, security, and self preservation, to attack within the very hearts of our nations.
Thus far, these Hessian fleets have been kept at bay by the strength of will of the Rheinland peoples, as well as the competence of her defenders. We've met their unbelievable numbers and guns with our pure determination and quality, and we have stalled the Hessian menace - for now. However, we seek to more than merely stem the tide of these vagrants and terrorists.
Venerable Elders, your people have a proud history of fighting back the bloodthirsty degenerate mobs - pushing back the filth from tainting the sovereign space that your people have bought and paid for in blood and tears.
Let us consolidate our efforts in eradicating the Hessian vermin that plague our space.
Two spears from two separate directions can pierce the heart of an armored foe more effectively than one.
Let us join in defense against our common foe.
Two shield bearers, side by side, can more effectively protect themselves than any individual.
Let us cease wasting our efforts fighting amongst ourselves, and redirect our attention to the true enemy!
If you feel as I do, if you yearn for an end to an endless war with vermin undeserving of the spilled blood of your peoples, if you wish to be rid of the incessant thorn in the side of your great empire, seek us! Join us! Together, we can destroy that which we've struggled against separately!
Venerable Elders, I eagerly await your reply - and hope that our mutual efforts can rid us of a pestilence that has been a blight on our two great nations once and for all.

Sorry for the late reply, I had to make sure this is not a joke so it took a while to verify its origin.
So your incompetence has reached a level where you need the Empire's help to clean up your back yard? Pathetic, gringo, really pathetic and if you think you can erase centuries of bloodbaths with a letter you are clearly out of your mind.
However, I am a business man and I am always willing to listen and consider an offer but the problem is I did not see any in your little cry for help. This matter will be discussed as soon as possible in the Council's chambers but if you want my vote you should tell me exactly why we should stop shooting your ships.
The Empire has held its grounds for centuries and it will continue doing so with or without your assistance. I'm guessing you will want us to stop our raids into Rheinland or you will come up with an equally absurd request so before you do it think twice about what you are willing to sacrifice in order for us to even consider accepting your olive branch.
Of course, the final decision will be made by the Council of Elders but I assure you nice words alone will not be sufficient.

There are no words that can erase the stains of blood that have been shed between us. The stains of the past can only be covered with the spilling of new blood - and only then can old stains be forgotten.
I hear that the collective memories of the Empire are vast; you forget very little, and you forgive even less.
I do not expect you to abandon the memories of those you've lost to us, nor should you expect us to forget those we have lost to you in the defense of our homeland.
Blood, however, is a precious commodity. The gods of old understood the curse that befalls those that would squander the blood of those that follow in trust and camaraderie, when they looked upon our fledgling race and departed us in disgust long ago.
As is our sacred duty as leaders to safeguard the blood of our followers, for spending on battles which must be fought for reasons other than self compounding vengeance, pragmatism dictates that pointless wars cease to make room for necessary combat.
Ask yourself, Venerable Elder, what tangible gain is there for the Corsair Empire by perpetuating a mutually fruitless fight between us? What gain can be held in Rheinland that won't be just as swiftly lost, only to leave the both of us needlessly maimed? What gain is there to be had for Rheinland to continue a fruitless battle that serves not only to deplete our forces, but to deplete the forces of one with a mutual enemy? Is not the blood spilled over ephemeral gains, against a distant force that has no interests in your space, wasted compared to blood spilled in combating a tangible foe?
To your question of what we would be willing to sacrifice, Venerable Elder, I answer in the only way I know. I offer the gift of blood. A contribution of unending waves of pure, determined, hopeful, faithful, and loyal Rheinlander blood, given willingly and generously in the hopes to drown the Hessian stench that has been plaguing the people of the Rhein for far too long.
One thing must be made clear, Venerable Elder. This is neither an offer nor a plea for charity or aid. This is an offer to make manifest a change of mutual self-interest, to allow for a more effective re-allocation of otherwise wasted resources.
All that is asked is that you choose to end the waste of blood between us so that we can, instead, spill it where it must be spilled.
If there comes a time, after the Hessian vermin have been all but eradicated, that you still feel the need to avenge the blood of your fallen brothers, then I shall be happy to oblige. Until then, however, there are more pressing concerns to be addressed, and more urgent battles that must be fought.

Senor Siegfried,
I am sending this message not on behalf of the Council of Elders but as a member of the Council of Elders.
The Corsairs believe that the Hessians have long been an irritation that despite many attempts to scratch simply will not go away.
They claim to be concerned about the people of Rhineland but I'm not sure anyone believes this any more, except for perhaps their most foolish of foot soldiers who lap up the propoganda they are being fed. Their daily actions directly affect the well being of the peoples that they claim to be so concerned about.
Whilst I believe that your offer for negotiations is likely to be looked upon favourably by the Council, for there to be a meaningful association between Corsairs and the Rheinwher there are a number of issues that must be overcome.
Perhaps the most important is the issue of the outstanding warrants for Corsairs within Rhineland space. Clearly if there is to ever be any hope of Corsairs and Rhinelanders forming a mutually beneficial association then these warrants must be suspended.
If the Rheinwher feel that the suspension of these warrants is possible then I feel that I may be able to persuade the Council to attend a meeting with the leaders of the Rhinewher.
I mean no disrespect Senor Siegfried, but the Council will only deal directly with the leadership of the Rhinewher. We are not of a mind to particiapte in politics with those that are not able to make any and all decisions that may be required.
