Kusari Naval Forces admiralty would like to draw the attention of the parliament to the unclear state existing between Kusari Republic and Gas Miner Guild relations.
Aomori treaty, that is the reference regarding such matters, was often violated by both parties.
You certainly remember about the Emperors decision during the Kurile crisis, made to protect Samura interests at Planet Kurile, causing the treaty to become void.
Analysts are foreseeing a weakness in the Sigma borders and Naval Forces would like to stress a fresh diplomatic agreement would be for the best, given the symbiotic relation between the Guild and Kusari Republic.
Furthermore, granted the mitigation of Samuran lobbying within Kusari political regime, we believe it would be reasonable to push for unrestricted access to Sigmas and Okinawa for Kusari Naval Forces, allowing our officers to protect Kusari interests inside that border to the house of Rheinland.
The current consensus makes it hard for us to exercise our duty as we are only allowed to operate in Sigmas after chasing a hostile coming from Honshu, or after being expressly allowed by the Gas Miner Guild or Kishiro.
Helping Gas Miner Guild paramilitary and securing trade routes to the House of Rheinland would be for the best for both entities.
Not so long ago, a member of the Guild requested our support to deal with a large outcast fleet in Sigma 19. Kusari cannot afford to leave this border unsecured.
The admiralty followed the diplomatic talks that occurred on New Tokyo, yet, although the Guild was offered to participate to these talks, no representative was sent, to our knowledge.
If the parliament has more important matters at hand, the Naval Forces are humbly proposing themselves to begin the talks with the Gas Miners Guild, provided they get approbation from the Republic.

We are aware about difficult situation on our east border, but unfortunatelly we cannot help you right now, government are still busy with discussing terms of help to Rheinland. Soon we will be sending message to GMG about revision of Aomori treaty, but as you already noticed our neighbors are not in hurry to decide something, not like our west neighbors Gallia, in economic meeting or tau decree.
Until then you should deal with all situation on case by case basis.
