Kusari Corporations are unwelcome in Bretonia, and Bretonia corporations are unwelcome in Kusari (except Gateway). That doesn't mean a third party can't move goods back and forth with the appropriate licenses.

Technically speaking there are no embargoes, but as Miranda said, Bretonian and Kusari corporate ships will be turned away when trying to enter each other's houses. Aside from Gateway.

The war isn't so much over as holy **** even bigger enemy just invaded. Kusari is Gallia's primary ally, and Bretonia is still fighting them.

Yes, but there was also a change in government. AFAIK there was no new policy inacted involving Bretonian shipping, it's just an unwritten rule that you don't take your BowEx Stork into Kusari.

Oh it's a written rule alright, check the Kusari Codex.

6-2 The following organizations are unwelcome in Kusari. Members of these organizations found in Kusari Territory will be subject to deportation, cargo interdiction, or execution, depending on the situation:

Bretonia Mining & Manufacturing
SCRA
SRF - Sirius Revolutionary Front

2.4 - Kusari Nationals and Prohibition of Access
Despite the current cessation of hostilities with the Republic of Kusari, transit rights have not yet been resumed. Kusari ships (see: 1.4 - Definition of Entities; Republic of Kusari) found within Bretonian borders are currently to be treated as smugglers and dealt with appropriately. Exceptions: Samura ships delivering sustenance supplies to Kusari Exile bases are to be left to their business. They are only to dock on Kusari Exile bases. Bretonian bases are off-limits, and attempting to access them for any reason will result in repercussions.

To the OP, my personal opinion is that the laws make the gameplay a little more interesting.
