Kusari Corporations are unwelcome in Bretonia, and Bretonia corporations are unwelcome in Kusari (except Gateway). That doesn't mean a third party can't move goods back and forth with the appropriate licenses.
Technically speaking there are no embargoes, but as Miranda said, Bretonian and Kusari corporate ships will be turned away when trying to enter each other's houses. Aside from Gateway.

Yes, but there was also a change in government. AFAIK there was no new policy inacted involving Bretonian shipping, it's just an unwritten rule that you don't take your BowEx Stork into Kusari.

That law is still enforced, at least from what I've seen ingame.

To the OP, my personal opinion is that the laws make the gameplay a little more interesting.
