let me introduce myself, my name is Carl Becker and I hold the rank of Inspekteur in the Bundespolizei of Rheinland.
It's a while ago, that first diplomatic talks between our two houses happened.
Two weeks ago there was a request from Republic shipping to issue a time-limited visa for the IDF ship Arc de Triomphe regarding talks about trade agreements.
As you are aware, such visas would cause a lot of Paperwork within the Rheinland Bundespolizei bureaucracy.
But that's not the reason why I contact you.
As you maybe know, our officers in the Bundespolizei don't come often out of Rheinland.
In order there shouldn't be a faux pas (is that the right spelling?), I'm interested in gallic rules and practices.
It would be good if you can tell some important facts about your house.
For example, I heared rumors about a Royal Navy blockade within the Taus.
After reading a (obviously obsolete) information sheet about basic Gallia laws, I'd be interested if there is anything true about this rumor.
If so, maybe you could enlight me with edge information?
It is nice to hear from the Rheinland House, though it may be far away. I am Joseph DeFrance, son of His Lordship and Prince of Gallia, acting Directeur of the Royal Police, Marquis de Burgundy and Marquis de Bastille.
I understand that Gallia may be different from your Sirian house, as most of our laws are spoken by the King and, as such, set into stone. He is the rightful ruler of Gallia after all.
Onto the matter of the blockade. Oui, there is one currently blockading trade to and from Bretonia, not to mention the halting of anyone wishing to smuggle illegal goods into Gallic space. I will attach a copy of our charter to the end of this transmission as well so you may analyze a more current version.

I'm not sure how to address you, without beeing disrespectful. In Rheinland we stick to the rank-surname-pattern. I hope this would be ok.

Maybe I got it wrong, but I've to raise a question.
You said, the embargo is two-way-handled.
That would mean to me, that the gallic law also interpret §2.1 as "no ship from bretonia may pass your embargo within the Taus without a scan".
Could you confirm, wheter thats's correct or not?
As polizei direktor I'm sure you know, that a law interpretation can be sometimes tricky.
If you are trying to find a route from Rheinland to Gallia, you will have to go through Kusari.
If you are just trying to pick at the words of my Father, the Royal King of Gallia, then I'll make it clear to you. Bretonia has denied our efforts, and as such we do not want anything supplying them. Now, in the case of bringing materials out that has to be a simple thought in the head. We will gladly take any people wishing to flee from the cruel House of Bretonia, or shipments meant to supply Bretonia. I don't think we need a simple idea such as that place in our Charter. It would be stated in one of our many smaller documents.
And I am not the Directeur of the Police, I am only that in title on a temporary basis.

as you should know, the Rheinland Bundespolizei isn't allowed to leave Rheinland space, if not granted by the Rheinland gouverment (called here Bundestag), which directly gaves the orders to the law-enforcement factions in Rheinland.
As you can see, if there would be a local talk between Rheinland and Gallia, the Rheinwehr (also known as Rheinland Military) has to handle it.
Anyway, I felt somehow, you should be aware to you (as [temporary] police leader), that a person, not belonging to bretonia, was passing your blockade from bretonia through Kusari and to Rheinland.
As we got, the person activily avoided your Royal Navy patrols.
While the person was just interested in profit and there was no restriction within the Rheinland laws about the cargo, I wouldn't enjoy the fact, the person trades to Rheinland, bypassing the gallic embargo, which would cause conflicts between our houses, if we haven't spoke about it.

PPS: I've to mention, that the person has taken gold ore back from Rheinland to Bretonia.
You say these people went from Bretonia to Kusari? That may be troublesome, but we do not want to step on Kusari's toes searching out a single, mostly insignificant smuggler. If it is a smuggler, our patrols will pick him or her up soon. We stop more smugglers per day than I'd like but a war is a war.
Our laws only cover what we own, though. This includes most of the Taus, Edinburgh, Lewis, Orkney, Newcastle, and Leeds. If you are saying that bretonian ships are moving goods to Rheinland, I would strongly suggest you stop them, but of course I cannot tell you to do so. That will be a bridge we will need to cross later in the war.
