Subject: Incident
<::A vessel of yours, captained by an individual identifying themself as "Jade Nakamura" was encountered by one of our border patrol ships. This individual was seen transporting Exogen Detritus, which she claimed to be taking to the Gas Miners' Guild for reasons which were failed to explain.
<::This raises further Concerns. We wish to know precisely what the Order is doing in Kusari. Now, our own officers have been discussing... weather or not to open communications with the Order for some time now, but the issue hanging over them all has been what your intentions are.
<::We would like to know "precisely" what your intentions in Kusari are before matters escalate. Unnecessary violence distracts us from our goals, but we will strike back if it is deemed... worthwhile.
Coming into our backyard and inquiring about matters which you are totally oblivious about. It would be appropriate for you to explain yourself first, on place where we operate for decades.
Who are you?
What is "Exogen Detritus"?
Why have I received news of Order transport attacked on Order territory?
What is your purpouse and meaning of your incursion?
All we heard about you is sufficient to put you on a "minor threat" list.

<::You have explained to us clearly that you have remarkably little knowledge on the nature of Kusari politics and whom the players are.
<::We represent what you would call the Consortium Armada and all associated entities. And while we could go on a long an in-depth tirade on the evils of Gallia and it's puppetry over Kusari, we will explain it simply; We are a Paramilitary Force bent on Replacing the seated Kusari Government with a "Proper" regime that can handle the threats of the day.
<::The Exogens, or "Nomads" as you call them, are but one threat, sufficient enough to warrant our patrol craft to intercept and interrogate anyone known to be in possession of them. You among men should know the consequences of these things.
<::The Tohoku system and all surrounding areas fall under the aegis of the 72nd Northern Taskforce "Kwantung" and associated Logistics and Kihetai units as they have. As it has since Operation Cataphoria dislodged the resurgent Rheinland Necrotics.
<::Now, we have explained enough. The ball is in your court. We have not trusted the Order since Orillion's disappearance and Black Squadron's take over. So, now, prove to us you aren't hiding something...
Tohoku is under control by Blood Dragons, minus Kusarians locked up in the Heaven's Arch - for us they are already dead. Dragon movement have absolute support and trust of The Order and we recognize no other claims over this system.
Orillion is gone but his legacy is not forgotten. Our task is simple: stop extinction of humanity, no matter what the cost. Current political state of Kusari is irrevelant as it can collapse at any momenth, they are either supportive, threat or under influence by Slomon K'Hara which means they are as good as dead.
We are also most advanced in xenotech besides Nomads themselves. If you try to undermine our supply lines, allies and their sovereignity or our own operations - your "armada" will be marked as hostile combatants. Same goes for research of those abominations - we have no reason to trust you even with a single portion of Nomad fried matter.

<::To prevent the extinction of Humanity? The Nomads are not the only threat to mankind, and nowhere near the most dangerous. Gallia is a more pressing concern, as well as who allowed them to escape the Solar System. Their existence was not meant to happen.
<::Taking over Kusari will grant a resource to ensure Gallia does not spread further.
<::Regardless, who so ever you recognize as owners of Tohoku is irrelevant. You are not Kusari. Armada operations will continue as previously. If your vessels show any further hostile intent we will react, with all force deemed fit.
Gallia is streching their supply lines, making them wide open for half of Sirius to strike at before reaching destination. They cannot even secure their own core worlds from Council and Maquis. Yet their inexperienced captains, never seeing real battle of equally balanced capship forces before Bretonia, will be hit by hardened Liberty fleet.
They are threat not to be ignored and Order see that, but solution already exists and it is coming for them inevitably. Nomads left unchecked will destroy everything in "your" Kusari as you know it, their fleet dwarfing republic forces that are left. If you think otherwise, you are fool equal to Core, who regardless of loosing their entire fleet already fail to address threat.
Any hostility or attempts to "control" our or Dragon space will be met with armed response from alliance. If you know what is better for you, Arch and its Nomad-Kusarian defenders will be your priority in Tohoku sooner or later.

<::The Exogens and their machinations within the Kusari Government are a known, anticipated, and planned-for contingency. We know they are infiltrating posts in the Kusari Government. However we have for far longer, and our men are "hardened" to their influence.
<::They shall be crushed as they dare reveal themselves, but they are a cancer to be removed with a scalpel, not a warhammer.
<::You have proven to us that further diplomatic communication with you is unnecessary and redundant. No further transmissions between the Order and Armada shall be made.[/u]
