Freelancer ID has 3 NPC faction groups that they are Green Celled to in the tech chart. That means they can use a Faction Ship AND Faction Guns, and have only a 82% nerf.
On the other hand.
Pirate ID has no NPC faction groups that they are Green Celled to in the tech chart. That means that if they wana use a Faction Ship with JUST Civi guns they'll have a nerf to 75%. And if they want to use a Faction Ship AND Faction Guns that they'll be working with a core of ~67%.
Both can participate in unlawful actions, both have a possibility of shooting ANY other faction.
Thoughts?
I can't see how IMG would let the pirates get their tech. Freelancers, sure, but pirates? If you realize, there is no "house" tech open to FLs, just paramilitary/independant factions (GMG, Zoners, IMG), while the only "independant" pirate factions are corsairs and outcast most likely. Those would be the 2 options, if any. However a titan with krakens would be just silly.
That's why I think it's not something that'd happen.

Plus the tech nerf hardly stopped you from using every single unlawful gunboat in the game in Rheinland on the pirate ID anyways.
And they're hardly equal. You get a "free to engage anyone anywhere so long as a demand is made and not met" ID compared to the "You cannot engage anyone unless fired upon or previously hired"

Fixed something for you. Demands aren't just money which is easy. Demands could be cargo or as simple as "leave the area". Which depending on who you're talking to effectively gives you a position where you can more or less dictate if you can fight them. Which as I've personally seen you demand full cargo, I'm certain you fully understand.
Also bounty boards aren't black and white, its a lot more paperwork involved for all parties. I don't see pirates having to go post where they made a demand and taking logs that the trader didn't accept it, only to then post the screen shots of very clearly them destroying the vessel and selling its cargo.
Still this comes down to the point that Freelancer as an ID is a joke. The fact that you're trying to use it (Which is the combination of civilian and mercenary) as an argument is silly. Where does it get the green cells from? The fact that it was the civilian ID. Where does it get the bounty board lines from? The merc ID.
