It goes even further than animal species. Bacteria. Long time ago I heard a lecture about the possibility of alien bacteria being capable of surviving on earth, if they came like on an asteroid or something (there was a hype about this following nasa's announcement that they found something that looked like bacteria on a rock that came from mars, following which they got money to build lots of little mars rovers, which got good publicity following which they got funding to build the big ones that are crawling around now).

Anway... if a bunch of alien bacteria came to earth, they'd totally be massacred by earth bacteria, because of greater variety and number of earth bacteria. Same thing would happen if aliens came. They'd get chomped up by all sorts of things, if they're carbon based. It would be even harder for moderately intelligent aliens (like Alf, the friendly furry) to survive on earth than in space, even if they needed exactly our gasous mix of atmosphere and exactly 1000 hPa air pressure. In space you can stay in your bubble and come into contact with anything that was in the vacuum before after you brought it into your cosy environment. If you bring something that was in contact with earth bacteria into your environment without heating it up enough to kill all earth bacteria first, chances are they will kill you (the alien) dead.
Similar stuff happened when australian and america were first visited by us honkeys. At first we died a lot from the local diseases. The difference towards the single asteroid or alien spaceship was that more kept coming over the oceans, those that were able to adapt or were imune stayed alive. Then they started bringing lots of stuff from Urp like pigs and stuff, among them their own diseases. Some of those were totally unknown to the imune systems of the indigenous populations. But the difference towards the few collonists that were there to die from the indigenous that there were a lot more people to die from them because the larger part of the population wasnt isolated on the other side of the ocean. The few sick colonists that made it back to europe did bring a few oversees illnesses with them, but few enough for them to stay controlled. How ever the Urpians brought more of their diseases over there than they brought back (cause most sick people died oversees and less oversees guys came back tu Urp). HOwever a lot of indian tribes were totally devastated by the stuff the Urpians brought, especially since they brought pigs and set them free so they would reproduce and spread so they could eat them, and those pigs also carried diseases dangerous to indians. The diseases of the europeans contributed more to the indian genocide than anything else. In the end, it was even used on purpose, by selling indians blankets that were knowingly infected with pox (forgot which kind), so they would die and Urpians could take their land.
Anyway, back to Sirius...
If Solets/Superapes (or how you wanna call us) were to colonize Siriusian planets, they'd first have to either devastate the diseases and bacteria on the Earth-like planets, or get their own imune systems accustomed to them by a series of controled inocculations, and then destroy the things that coulnt be dealth with in that way. Other kinds of life forms which were imune but able to kill those anti-monkey life forms were the most suitable way. The later was probably done. It also reasonable to think that they brought a lot of earth species of plants, animals, bacteria, and even viruses and insects to help them take over the ecosystems of the planets. They probably brought much more than the minimum needed, cause they had no idea what they were up against, and what kind of "amunition" they needed. That includes a high variety of "races" of animals/peoples or "strains" of bacteria, because although individuals of the same species/strains are largely the same, the main differences in them are specifically resistances against different envionmental factors, because those are the fastest driver in evolution. For example, africans are particularly resistant to ultraviolet radiation (for obvious reasons) and also maleria, while europeans seem to particurly resistant to alcohol (weird I know, but makes sense if you take into acoutn that my liver is still healthy and russians are still alive), while native americans and aborigines are particularly prone to becoming alcoholics. Anthrax is similar. Remember the Outcasts? Well they had a bloody dreadful time adapting the Malta's ecosystem, one of the reasons they had to adapt to it instead of vise-versa may be that the bloody Corsairs took their terraforming bacteria! Not that it did them any good on the crappy pebble their shuttles washed up on haha. Those damned anthropophagi.
So depending on whether manatees were barticularly resistant to New Tokyan fin-and-snout-disease, and also suitable to serve as parts of the foodchain in the kusarian shark-fin soup industry (or the shrimp industry, via their excrememts), kusari oceans may be crawling with them. Or not. Its your choice, both are plausible in RP.
