As you are undoubtedly aware, the recent restructuring of the Kusari government, as well as the new position Kishiro Technologies finds itself in, have presented an unprecedented opportunity. We at Kishiro are in a position to help not just Kusari, but all the peoples of Sirius.
As you know, Cardamine addiction is destroying lives and enabling criminals throught the four houses and beyond. The groups that distribute this insidious drug use its addictive power to control its consumers. Cardamine creates a physical need on a genetic level. A need so powerful, that if left unsatiated, causes a painful, horrifying death. Pirate militias and political dissidents use Cardamine to create obedient soldiers, who will lay down their lives for a promise of their next fix. Groups like the Outcasts use Cardamine to enslave their customers, providing a guaranteed source of funding for their illegal activities. Now that women have been granted equal rights within Kusari society, it is likely that the Golden Chrysanthemums would have been reabsorbed into the general populace, were it not for Cardamine. It keeps them trapped on the fringes, unable to escape. If something is not done soon to stem the growth of Cardamine trade, the violence and death will spiral out of control.
We propose that the Kusari Parliament allow Kishiro Technologies to import small amounts of Cardamine to one of our research facilities, where our top chemists and geneticists will study its effects. We will isolate the genes it reprograms to create its addiction. Eventually, we hope to be able to reverse Cardamine addiction, and produce a cure that is affordable to everyone.
If a cure can be produced, Kusari will be lauded as a heroic nation. All we need is permission to begin.

We agree that cardamine is a very real threat to Kusari. We will notify the ministry of your request, though I would advise contacting the government directly concerning the law.
Obviously we have to work with the law, and so currently any transports we find with cardamine will be asked to jettison it so it can be destroyed.
It is not easy to contact someone influential within your ranks, whilst this line is open It would be remiss of me not to mention that we still require Komainu class vessels at an increased rate of production – before cardamine import becomes a necessity.
