For centuries Kusari proximity to the Tau systems has meant a persistent threat from outcast forces. Luckily, the disorganised nature of the invaders and other tau residents have impeded their dreadful campaign of evil.
But the outcasts have friends everywhere, even here in Kusari! The Golden Chrysanthemums are violent drug addicts who peddle the outcasts Cardamine to our weaker brethren.
Since the formation of the new republic, invasions from the Tau systems are more difficult: due – in no small part – to the massive Gallic Navy presence; and so the outcasts have reached out through their Kusari partners; to touch and taint our sacred House.
The G.C have changed since Kusari finally recognised womens right to vote, gone are the idealists and philosophers: those left are drug fuelled fanatics bent on spreading their addictive curse.
Subtle and insidious, the chrysanthemums represent perhaps the greatest threat to Kusari society. Under the guiding hand of the inhuman outcasts their war is unseen, but they are out there – waiting to infect you and end your family line.
We move that the government should dissolve the amnesty for Golden Chrysanthemums and apply corporal punishment to cases involving those tied to cardamine.
As announced we also strongly suggest lowering the legal age requirement for a firearms license, to abolish New Tokyo gun restrictions, as well as educating children in self-defence and firearms safety.
The Greater Kusari Prosperity Sphere is in agreement with the sentiments of the Sunrise Party on the issue of Cardamine Legality. Its effects are known, it's users are mutants. They mustn't be thought of as human anymore. Thus, human rights no longer apply to them.
The threat of Cardamine as a vector for Outcast Influence over Kusari is obvious. If it's usage spreads, massive swathes of youth will be dependent on the substance. Malta will have us by the throat. Nay, this cannot happen.
The GC are traitors to Kusari. They mustn't be shown any sort of amnesty. Any justification that their actions were desired or necessary. They must be rounded up and shot. All of them. Purged for all to see. Especially their Outcast overlords.

However, there is a second matter of concern. It was stated on 'lowering the age requirements for firearms' in Kusari? Madness. You understand the times we live in. Violent groups such as the Farmers Alliance, Blood Dragons, and Kamida Assembly abound. Giving firearms to the youth is merely a way for them to gather recruits. There will be bloodshed on the streets.
What we need is the opposite. Use of weapons is a right reserved for the Samurai of the Naval Forces. And them only. We purpose wide spread bans on firearms, as well as spacecraft weaponry throughout Kusari. We strongly suggest the following policies be considered:
It will be illegal to own, possess, or brandish a Firearm or Bladed or Pointed weapon in Kusari Territory.
It will be illegal and unjust to bring weaponry into Kusari with the intent of transferring it outside of Military Contracts.
Foreign vessels transiting through Kusari will be required to dismount all on-board weapons before proceeding.
Naval Forces will be the only power legally able to operate military-grade craft.
Kusari State Police will be granted limited use of vessels and equipment deemed fit for Patrol and Interdiction duties.
In doing so, we will weed out malcompliants and those who supply groups like the Blood Dragons as well as foreign pirates and traitors. An honest man needs to protect little, save his honor. And that can be done under the aegis of the Naval and Police forces. That is their purpose.
Bounty Hunters, Militias, and Glory-seekers are unwanted and unwelcome in Kusari. As it should be. I hope you all understand this.
We at the Sunrise Party are glad the honourable delegate of the G.K.P.S agree with us about cardamine, but we have to disagree on the issue of arms.
The reality is, given the current shipping laws, black market operations have already brought more guns into Kusari than our forces can reasonably manage. Every other House has widespread distribution of firearms, why not allow our own people the same and equal the field?
If our citizens are ready to defend their own homes and each other, we are obliged to ensure it. However we still believe some restrictions are necessary, legal enforcers should still be the only ones licensed to use assault class weapons.
Whilst we agree with some of your policy concerning space-craft weapons, we are opposed to your ideas of disarming our populace. Whilst militias are banned, we believe that carefully organised, government controlled militia for the purpose of defence is necessary in this violent era.
The Kusari Integrity Party is in agreement with the issues of the Tau systems and being an avenue for illegal distribution of cardamine, which we strongly disavow and fully support stronger legislation again. However, the issue is not with whether it should be patrolled and to what extent. No, what will solve the problem quickest is for full inclusion of the Tau-29 system as a true Kusari system. I suggest we dispense with all these sector designations and fully accept it as the Ishigaki system. We must remove the gaijin Zoner installation from this system and fully support it by moving the Nagumo from the Kyushu gate just past the gate. This will certainly stem the flow of cardamine from that system, but we agree that the GC' amnesty must end with greater punishment added. I suggest that the so-called "Freeport 6" be converted into a police border station, as well.
As to the topic of firearms, we also believe that a well armed populace is important. The KIP also suggests such education measures and legal age modifications, but only for Kusari citizens. If firearms are coming via the black market, then we must enact stronger punishments for such crimes, at the very least the stripping of citizenship status, possibly exile, or execution, depending on the severity. Any captured Blood Dragon should be beheaded within 48 hours.
On the topic of education, our associates here have it right that we need better education. In particular, regions such as Planet Kurile lack significant Universities. I suggest the government create additional funding for the establishment of Universities in regions that are lacking.
