I was in New York last night when a squad of noobs came flying in..I didn't screen the first of their conversation but I did get the ending of it..pretty much M.J Gonzalez was just doing is RPing like anyone should when a guy named marc started ragging on him for it and talkin smack cause M.J was in character..Now I know this Marc guy is a noob and all but after all the dumb things he said in system chat is it not grounds to report him? He obviously has never read the rules to disco..and though hes a noob I don't want to bring the hammer down..but I will be damned if I didn't get irritated listening to his stupid OOC banter in New York...here are some screens..
You started arguing with them wich is not healty for you. Next time , just post those screens in the sanction report topic and don't paste them here. Because it's likely to couse a TBF , wich isn't a good thing.

I didn't argue...I was a bystander that was M.J arguing all I said was M.J was right about it being an RP server....wich it is...
Well, plain & simple, if you feel that someone did something wrong in game, just post it in the violations report. The Admins will decide if actions to that person will be needed.

I'd say report him, even if just to get someone in power to tell him very firmly that this IS a role-playing server, and if you don't like it then gtfo.

I've given up on new york, there's just too many idiots to report them all, and it's more frustrating to deal with it than it is to leave the system or ignore their chat.
Nice thing is, unless someone gives them money, most wont have the patience or determination to get out of their starfleas.

I'm going to send some PMs and get Lawl's Syndrome deemed as a Class Zero disease, meaning you must dock at the nearest planet and submit to quarantine until you recover. If you do not comply or continue to suffer, we will put you out of your misery. Our misery, actually.
My take in this is that you shouldn't go ooRP yourself to complain about other people doing so. There's only one thing I consider dumber than inappropriate "//" marked system chat, which is inappropriate "//" marked system chat to complain about the first one. Sometimes I wonder if what's going on is one person trying to solve a problem or many people engaged in a popularity contest.
I usually complain about ooRP system chat, but I do so PMing the guy. "Please, take that to PMs." or "Please, cut the out of character stuff in system." Gathering a lot of people to lynch someone or going against a mob solves nothing and just raises a ruckus. In a system like NY, where you easily got some twenty people, it escalates out of control pretty easily.
Don't confront idiots. People from outside the discussion might have problems identifying who's the idiot.
Now, if you want to solve something, try and politely talk to the guy in private (nobody likes to be scolded and judged in public). If that doesn't solves the problem, then just collect the necessary data and report if you feel like it or just let it go. Don't become yourself part of the problem.
On a side note: I'm coming down SO hard on the [M] in that picture.
