Probably because T37 is at the outer edge of the ZoI. But according to the ID the GRN is fine there, so, hunt away. Valorspam versus Ranseurspam?

Tau-37 is not a priority for Gallia because it is not on the way to Bretonia or Liberty. That means it is possible for CR| to base off of Falkland without causing any major problems.

As you have noticed, they are completely within the rules to shoot their enemies there, and technically are allowed to tear up the GC guard system etc. (although the latter isn't very good RP).
