Since zoners are pretty much nomads ( definition ) and while zoners have several groups such as TAZ, OSI - zoners can have individual relationship with factions, or people.
Having said all that, I do have to wonder if it is okay for a individual zoner to attack anyone he wants, ofcourse it must be in RP regardless of what the ID says, because if not, Caps in liberty will be flying like bees.. cuz ID overrides lib laws now is in it?
I always thought that Zoners just like Junkers and Rogues have more control over their own individual diplomacy. Some Junkers and Zoners are pro Outcast or pro Corsair, just like some rogues are pro LN and others are pro RM.
I'd say just go and see what happens. But just read the ID a bit more carefully:
Pilot carrying this ID is a Zoner who:
Can attack lawful and unlawful targets in self-defense, to protect another trader, or in defense of Zoner bases.
Cannot dock cruisers, battleships, or transports with more than 3,600 cargo within House Space, except Aomori Station, the Battleship Hood and Zoner bases.
Problem is, there is no clear definition of what is to Defend a Base. Is it to defend it against a hostile to zoners targets, such as nomads and people who fire on zoner NPCs? Or is it something else. That is for the Admins to decide on.

True, but in what point does the ID sidesteps "human relations"?
I for one thing would like to pew outcasts in theta, or anyone who disturbes the surrounding arrea, but then the ID get stucked on ur forhead u know..
cuz its like saying, ID gives zoners the permission to dock at any zoner base, no matter what location it is, but then penn is forbidden for cruisers, cuz "LN human relation-invented laws" comes in to the play, so whats the deal, id can be defied and yet at the same time be valid?
Like.. Ow you can't dock ur cruiser in penn! But im like.. HEY MAN! ID says I CAN! but then.. NO! LN LAWS FORBID!
I'd just mark it down as "Rational thought" and "Don't cause problems for others" OORp. It does not make sense in RP, no, but there are plenty of OORP aspects to worry about. Like how sudden spam of zoner caps in Penny might influence the new players.

Yeah It was just an example, to really dig into the question.. ID or Human relations? I can despise outcasts but my ID won't let me attack them, so loads of people would say.. GET A SAIR ID! but I'm not sair i'm zoner, theres a reason why I am a zoner , but it looks like zoners are pretty um..DAFUK!?
I imagine a lolwut fight with a sair, in which I started the fight, and then he goes " hey ur zoner u can't attack others unless etc.. look at ur ID! " but im like "I don't like you being here in space, or.. u attacked a zoner base in omicron lost so this is me paying back a favour" and then he might go " ima report u on the forums!"
Well, the thing is, Zoners TRY to be neutral. As neutral as they can be. The reason why a lone zoner would not go around shooting outcasts would be because he would be met by the hate of all other zoners if the Outcasts he shot in, say, Theta suddenly decided to take revenge on the Zoners living in Tau 37.
It is the curse of neutrality.

Anyway, if you want to fight Outcasts or anyone (other than Nomads) then choose a different ID from what is the "neutrality and diplomacy are our best weapons" group. Zoner ID is not made for combat, and despite this being an RP server you can't always do things that 'make sense'.
Another thing about Zoners is that they can move about. They didn't like the Houses, so they moved out to the Border or Edge Worlds. One Zoner didn't like that an angry Corsair father was trying to castrate him or similar, so he moved to Tau-37. If you don't like Outcasts, go to Freeport 1, 9 or Gran Canaria where they won't really trouble you.

But it's not like I can teleport theta to O-49, and its true that what a zoner does can reflect on all zoners, but its also truth to any other faction, shooting a zoner with a OC ID however won't cause trouble cuz zoners are "neutral" - so it looks like its a one way street.
The dumbest thing however is that Sairs can deny entry to zoners if they feel like it, and because its a sair space, but zoners cant deny sairs in theta because its a FP even though it is zoner space, and I being a zoner don't want them here, but i cant deny them entry, heck! i can't even shoot them! heh, but they can shoot a zoner base in omicron-lost eh?
