I would really appreciate some community help in trying to figure out a character Im trying to create.
Some background and questions:
1) I want to roleplay a clean-cut do-gooder friendly to all lawful factions and hostile to all unlawfuls
2) I want to be able to explore / be welcomed (or at least tollerated) in all lawful areas execpt secret guard systems (obviously)
3) to my knowledge, only the bounty hunters are on friendly or neutral terms with all lawful factions.
4) closely related to 3: because of universal lawful allignment, bounty hunters have the most free-reign in house/independent space, am I correct?
5) it seems only bounty hunters have free reign to give chase to their opponents anywhere they go. Everyone else seems to have heavy restrictions on their ZOI.
6) I like big ships and flying a bounty hunter gunboat seems to be the biggest combat vessel allowed in all systems without stirring up trouble.
please prove me wrong on anything I have written above as I would really love to have more faction choice/roleplaying options for this character than just a bounty hunter.
So, what I am basically wondering is
---can any 100% lawful faction except for bounty hunters fly around freely in lawful space?
---is any combat ship bigger than a bounty hunter gunboat allowed free reign to roam the known systems?
---is it being a complete pvp whore to want to wander around looking for trouble?
And for anyone wondering I am really hoping to create a classic white knight/hero cowboy type character here. And by that I mean the kind who rides into town, spots the helpless victim in need, fights off the badguys and rides back off into the sunset.
Answers/comments/suggests are welcomed and I thank you in advance for the assistence.

Bounty Hunter is good and yes as a bounty hunter you can hunt your bounty anywhere cause you have so many different types of bounties.
As far as I know its fine to Go around in a cruiser BUT! people do frown on it..I play it safe and stick to a BH Gunship the BH Gunboat would be good..but it has problems with the forward gun from what I heard.
Being a Bounty Hunter..you should only want to go after guys with Bounties on their heads people will consider it OoRP for you to just come in and attack someone when they have no bounty on them. I had someone get onto me before and it makes sense..Bounty Hunters are supposed to be Ex-Criminals hunting their own kind. I don't see them as the type to lend a helping hand to someone for free HOWEVER there is always RP..I imagine if you RP the situation right you could get away with it.
And PLEASE! RP before you fight I hate it when someone appears shooting and you don't know whats happening ..
Edit: Of course you still attack the regular enemies of BH..
Anyway thats how I understand it someone correct me if I am wrong please

This wouldn't really be "riding into town" so much as "grinding into town".
Check the factions status page. I think Agnus Dei might be worth a look.
You could RP a merc coming to people's rescue. Kinda like the Lone Ranger. How you RP it will determine the effect of your presence far more than the ship you're in.
As for the PvP aspect - again , how you RP will determine how you're perceived.
Bounty Hunter or Freelancer would do the best. I pretty much have the same character (see Simon Black in my signature) and Bounty Hunter works fine. Although I dont go picking for a fight, have the bounties, escort mission and even ocasional scanning for contraband and reporting to nearest officer, hoping for a reward. A Freelancer would work too. Flying around houses and helping local peace keeping forces on their casual patrols for a small fee.
Thank you to everyone for your suggestions and help. I will definitly take it all into consideration
And as to the suggestion that a cruiser is fine, I know from reading the rules and house laws that it most definitly isnt. Rhienland for one would never let me through their space and I would need a written statement of approval anytime I wanted to fly through Kursari space. Not very fun to rp that anytime you want to go somewhere in game.
I should have mentioned that I am aware of the freelancer/merc option but I really do want to join a faction as oppose to staying independent.
Also, freelancers are a bit too "grey area" for the character I have in mind, and mercenaries feel like bounty hunters without the laws and conventions holding them back, so I dont know if that will work either.
As to my question about the ships, I should clarify a few points. First I am aware that the BH Orca is one of the smallest lawful gunboats for a reason, what with pilots being allowed to fly them anywhere they please.
But, I am wondering if bounty hunters (or anyone for that matter) can fly anything larger than that particular ship throughout lawful space without stirring up trouble everywhere they go.
I know I wont be flying a house gunboat for that very reason as picking one would likely get me into trouble with the enemy house and under suspicion in every other house.

So you want to be in a faction, but be active in all house systems?
Honestly i don't think any lawful factions, where you could be a "Shiny White Knight", can go to all house systems and stay in RP.
I think your best route as far as faction goes is one of the independent ones.
Freelancer would probably work the best.
Now then, since you want to be involved in a faction, just make sure to talk a lot to the lawfuls around you.
Make sure to RP every significant action you make and people will start to recognize you and how you act.
Eventually you'll get the conversation that people in factions do, and you'll be just as noticeable as someone with a tag.
Not that it won't take a little while...but it seems like the best way for your wants/needs.
About the ship selection, i would stick to something like a VHF at first, simply because getting anything larger takes massive amounts of credits.
The smaller ship will be more acceptable to the people around you, so it'll lower your need for amazing RP.
Since you already have a pretty large plate in front of you, i think lessening the difficulty of the RP of your character would be helpful.
Also, you can always get a larger ship later, when you have more money and increased RPing skills.
When it all comes down to it though...you should really just do whatever you want.
Well...as long as it doesn't ruin the fun for everyone else, including the people in charge.
