Outcasts, on the other hand, don't really need war with Nomads.
However nothing prevents individual OCs from playing Nomadophiles. At the moment.

Let me provide a more official response then.
The outcasts and nomads live in a sort of symbiosis. We take care of them, and they take care of us.
According to nomad lore, the nomads need cardamine for some reason, and the outcasts happens to be sitting on the largest supply in the whole known universe. Like elven said, the cardamine also alters the DNA towards something similar of that of nomads. This too prevents nomads from attacking us.
Old OC RP (2008-2010) contained ALOT of nomad worshipping (from what i hear) RP. This "Great spirits" RP has in it's own way helped solidify the relationship between the two sides.
Currently, the 101st and K'hara is working out details on how our future will be shaped. Thus any violence against nomads is strongly frowned upon.
As for "anti nomad" RP, i would advice you to be highly careful about it. The Outcasts laws (the guidelines from which official factions draws their Faction Rights power) forbids violence against nomads in any shape and form.
Going anti nomad will, in the long run, be a surefire way to become a rouge.
