I'm contacting you today to get a clarification following an encounter our forces had in Kyushu system.
We found a bounty Hunter Guild party near the New Tokyo jumpgate. They were busy attacking several Blood Dragons vessels.
When we stated Bounty Hunter Guild wasn't allowed to hunt targets in Kyushu, the hunters claimed they were here following a contract made with Samura.
I would find it quite peculiar to hear Samura Keiretsu -requested- the guild to operate in Kyushu, especially after the lobbying done by some individuals to keep Kyushu system off-limit for Bounty Hunters.
Furthermore, i would like to humbly remind Samura it isn't its directive to allow Bounty Hunter Guild to operate in Kyushu system.
This privilege belongs to the Ministry of Defence, and Kusari Parliament, through it.
We, as the Kusari Naval Forces Admiralty, would like to hear your position regarding this case, before contacting Bounty Hunter Guild.

I have passed along this message to the BoD for an official reply.
It seems to be a small clerical error that has caused this but as we know, small clerical errors have been the cause of many problems within Kusari in the recent past.
Hence this issue is currently being assessed and the BoD will have an official stance regarding this issue later.
Samura places great importance on Kyushu as the corporation is responsible for all economic control of the Kyushu system.
As such this communication has become one of Samura's top priorities.
I thank you for reaching Samura Omotai Zaibatsu for clarification on this matter.
It appears that one of our interns removed a section of our subcontractor regulations relating to the Kusari legal codex while doing routine maintenance upon our bounty software.
That intern has been removed from her position and placed where she can do less harm.
Samura do not currently condone Bounty Hunter Guild operations within the system of Kyushu and our subcontractor board has fallen back within the regulations of the current Kusari government.
I will however point out the way hunting zones are presented in Samura Bounty Board can be confusing.
It is expressed there the Zone 2, including Kyushu, is an available area for all the contractors.
Furthermore, Hokkaido system is included in Zone 3, which is off limit for Bounty Hunter Guild as well.
A proper explanation regarding the Bounty Hunter Guild case in your bounty board could save us quite some time by avoiding misinterpretations.
