Well Samura and Kishiro can lawfully, so those are your best bets for trading in and out of Galia. You might be able to dock with groups like Galic Junker or Maquis bases with other factions as they are less legal but I'm not enough of an expert to say what would be acceptable in terms of RP and rephacks etc
