Is there any rare items that can be bought or mined in only a few out of the way areas? Keep in mind I'm not looking for guns, contraband or perishables. I have an RP idea for a new character that I am flushing out in my head and this "Item" plays into it.

Don't think there is.
You could RP to have that item in your hold? I saw Tenacity RP-ing to have information on the Order in his ship's databanks. Quite good.
What is your character's roleplay going to be like? If the item in question is for example, a key, an alien object, etc you could probably keep an "Artifact" in your hold. Just say it is said object, and people shouldn't mind.
If it's computer related, Counterfeit (should be named illicit) software might work.
Now, the real questions to ask, would a lawful recognise the item as a legal or illegal commodity? Is the item supposed to be dangerous or anything?
I carry around Niobium, Silver, and Gold to simulate the cybernetic components hooked to my characters body. - It's all up to your imagination, really.

yep, it was the result of an 'intrusion' by my ex-hacker crewmember into an Order player's RP event.
I kept a single unit of counterfeit software in my cargo hold until the event was fully resolved both in-game and on the forums to signify the stolen data.
EDIT:
Speaking of contraband... How likely do you think lawfuls would be to "play along" with a slave trader trying to cover himself as a simple passenger liner?
"yes officer, I'm carrying people... yes officer, they all paid for transportation to [destination]... no officer, I assure you these are not slaves, merely refugees that I offered to transport to a safer destination..."
I'm looking into making a character entirely focused on slave trading, and that's the only 'excuse' i can think of to get out of lawful encounters. Chances are it wont work though, I'll get the usual "No nub u haf teh contarban!"
Most lawfuls will simply say their scanners are too good for that etc. Generally when it comes to contraband etc, people don't RP that much on the side of the lawfuls about such things.
"can I talk to one of your "passenger" mate ?" (not really RP, but be ready to counter this)
Well, except nomad power cell, quite hard to get, I don't think there is any "rare" good around... Maybe niobium, but too many stations sell it at medium prices...
OK for gentle RP, OK for gentle PvP too. What do you prefer ?
Hurk hurk hurk...
[\JG/]Pim (mercenary, ex-IMG)(Raven's talon, New London and New Berlin mainly)
John Smith(independant trader, ex-contract killer on Manhattan)(Heavy Tanker)
Although no commodity (excluding the Nomad Power Cell) is more rare than any other commodity, some could surely be roleplayed as rare.
Take for example the news about popularity of expensive "Blue Diamonds" in Rheinland. Those are a rare type of a common commodity. You could definitely roleplay something as rare, even if by game mechanics it isn't.

Well here's the deal. I trust everybody will keep this hush hush. I am working out a character that is part mob boss and part baron harkonnan (sp?) from dune. This character is willing to help out new players get set up with a firefly or train and begin trading. Of course the interest on the loan would be huge. These "associates" would work for me until their debt is paid and be under my protection and as such would need a token that would prove to pirates and currupt lawfuls they work for me. Obliously this would only work for ones that I can work out a deal with and pay off.
Any ideas then?
Why not give them a different type of gun? Like give them a Justice Turret, or something?
