I contacting you today on behalf of Platinum Inc in regards to the next major project that we wish to undertake in the Alberta system. What we are proposing is constructing a second base, christened Rutherford Spaceport, in the system which will be in in orbit of Planet Edmonton. The exact location we wish to construct it would be here. There are a couple of reasons behind this which I shall explain.
Firstly Rutherford will act as a storage depot for the transfer of Platinum ore, with a closer proximity to the Peace River Asteroid Field. This will facilitate not only our mining efforts, but that of other independent contractors who have docking rights. It will be beneficial as it’ll cut down on the time for ships to fly back and forth from the field and our storage bays, saving not only fuel but also valuable time, which could be better spent surveying the field or mining its resources. This will also mean our security teams can be stationed closer to where the miners operate bringing even higher levels of security to those that work there, in turn ensuring more successful shipments.
The second reason for its construction is that with more facilities we’ll naturally be able to handle more ore at any given time, heightening our efficiency and better serving the markets.
The third reason for its construction lies in the Planet Edmonton itself. As you know we have several teams of scientists working on board our station. While they mainly specialise in minerals or engineering we do have a number of other parties that use our labs for other research of their own. Some of these scientists have great interest in the Geological past of Planet Edmonton and would be very interested in seeing if expeditions could be launched to the planets surface. While that wasn’t enough to persuade us to assist in new facilities, it seems that the planet may be of interest to Xenobiologists to. We have agreed to partly fund their proposed plans to conduct further research on the planet and this would be made easier if they had a base of operations closer to the planet itself. This conveniently fits in with our plans for an ore storage and processing plant closer to the asteroid field.
This is an exciting venture for us and this will not only have good economic benefits for the stations of the Alberta system as well as those companies that assist in the mining and transportation of the ore. We also strongly believe that the advances in scientific knowledge could have unforeseen benefits to the house of Liberty as whole at some point in the future. Of course there is only one way to find out whether that’s the case or not.
I hope that you’ll take your time to consider our proposal and come to the right conclusion. Also if there is the possibility of this going ahead we wish to know how the base monthly fees are to be arranged, are they to be calculated at the normal rates for a base in a Level 3 zone, or dare I ask for a discount?

The Government has chosen to approve your request for the construction of a new modular base in the Alberta system by Platinum Incorporated. Your base is subject to the standard conditions set out in the Laws of Liberty; most notable of which are the security arrangements preventing use of your facilities by entities hostile to or outlawed by the Republic of Liberty, and docking permission authorised for the Primary Fleets.
The montly rate for the new installation will come under Zone 3, at a discounted rate of 35,000,000 SC per month (subject to level modifiers). The charge for the first month only will be regardless of the Base's level and will be payable on the first of May.
Please indicate your acceptance of these terms and the proposed name of your new installation, and you may initiate construction when ready.

Thankyou for your swift reply, apologies mine didn't match your haste but nevermind. I'm happy to announce that we agree to all your conditions in accordance with the Laws of Liberty. Your security forces will all have docking permission granted and docking control will of course refuse landing rights to those considered outlaws by Republic.
