Double passengers

Hey i was carying some passengers for sirius into gallia at monta carlos freeport when i sold some of my passengers then notices the base was selling 2 passengers. 1 the one i sold to the base at 3k and the other the ones i presume the base sold at 700. Not shur if this is intentianol since they have diffrent sell points
