That's why ID's exist, to clarify what someone can or cannot do within the scope of the rules. It's been stated probably a hundred times that the ID overrides the rules.

The vast majority of the player population is in house space anyway. God forbid that someone flying their Osiris or Juggernaut into Iota or 99 gets buttblasted by squids, even though they were expecting to farm nomad matter in peace.
I'd highly recommend the admins spend time as a generic player in the Omicrons and see how bad it really is.
And furthermore-- If the nomads are going to get this treatment, how about the Order and the Bounty Hunters? They can engage each other and the nomads at will, *and* they get access to capital ships, unlike indie nomads.
Meh it would be nice if Nomads had to RP a bit first. But as far as attacking from being cloaked,even as a human, if you follow your ID, you should be OK. So if you're cloaked and you issue a demand in local chat, and the other person is foolish enough to hang around, and refuse the demand, then its their mistake to be an easy target. If you issue your demand it gives the other person at least a little heads up that they're not alone. If they don't react in the right way, they lose. Its not always a guarantee for the aggressor anyways.
The nomads aspect is more rare I think but they should have to make a demand first, even if while cloaked, for the human player to leave or drop cargo etc before the surprise attack. I think it would make indie players RP as nomads more instead of just getting their infinite cloak insta killer with no RP even needed to play.
