Bretonia and Liberty are quite closely allied. Broadcasting either house military's IFF, while it may elicit a second glance from the allied house, would not warrant your immediate expulsion.
If you're looking for a "generic" tag, go with either side's police tag (as they all just read "police"), but expect to be treated with more suspicion, then (as many of the so-called "newbs" have a Liberty Police IFF, sometimes while even initiating hostilities...)
As for ID, use military until the advent of 4.85. This allows you to bypass the Liberty merc restrictions and prove yourselves a valuable asset in preparation for whatever changes may or may not come with the update.

Understandable that new players end up with a Police tag. It's so easy to end up with it, especially if you're not paying attention.
Brought to you by Sivran The Newb
I've suffered RSI in my right hand and am now even more useless in PVP. I now fly with a trackball!
\CS\Helkos - Teh cyborg Newb, formerly Sivran the Clueless Freelancer, gets pwned in PVP.
SmallTimeTrader - Teh Trader Newb, under new management!
Oracle|Randy - Randall Lamar, Teh Pacifist, Oracle-follower Newb (at least I don't have to worry about PVP on this char!
Texan_Twang - Texan Bounty Hunter, flies a Bomber, rarely played. Almost wish I could move him to another account and sell him.
Come join the WT! We do all those things that you've always wanted to do, and we're NOT restricted to bretonia. We do stay outa some places though...
We Fly as tagless mercs, and assist the BAF/BPA where/when needed. When the BAF are off putting large holes in the noodlemunchers, we're the guys holding the fort.
I would say tag less and the Merc ID. You are going to add you factions ID to your name, so that people will know who you are, so I would say that is your best option.

Tagless is not too hard to do: shoot npcs or drop missions.
Dropping missions only affects the faction rep for the faction that was offering the mission, i.e. dropping police missions makes the police less friendly, but the lib rogues rep is unaffected.
Killing npcs affects all reps: Kill enough xenos and the police AND the lib rogues will be friendly.
Dropping a rep takes a while: you must drop it all the way to white, or it can creep back in again.
Once you have got them all white, is just a matter of leaving the npc's alone, or you're just making work for yourself.

There's Recruit, Paramilitary, and a Faction Military ID.
He would want the Paramilitary.
A way a lone a last a loved a long the riverrun, past Eve and Adam's, from swerve of shore to bend of bay,
brings us by a commodius vicus of recirculation back to Howth Castle and Environs.
I might just get friendly with the Bretonia Armed Forces. Cuz it would say "Armed Forces" or maybe the Liberty Navy for the "Navy"... those serve the purpose I'm going for as well.
The tagless sounds difficult. There is no way to stay away from NPCs, eventually NPC pirates will jump me.
