Since I have had better understanding of how the tec restictions and ID's work, i was wonderin where the highest level of Liberty navy missions are located(pls exclude alaska and any other generally restricted system please)
I'm thinking of making a new char, and gettin him there to start on my Navy Rep.
Highest level? No no no. You don't want to do high level stuff. Do the low level stuff. They give the same amount of rep with less hassle. Why shoot Wolfhounds when you can shoot Bloodhounds and get the same rep?
Just hang around in New York. Any base that is owned by the Liberty Navy have Liberty Navy Missions.
For specific places: West Point, Norfolk, Missouri, Rio Grande, Yukon.
Can't think of many places right now on the fly.

Take only 'Destroy Installation' missions which don't ask you to kill hostile ships.
After 44 Missions fly to Virginia and buy the ID.

That's for Guard...he only wants a regular one for now. (Assumption).
Also, note the "Destroy Installation" Missions. These are by far the fastest and easiest to do. Do note that "don't ask you to kill hostile ships" is important for saving time.
Also, I never knew Fort Severn had destroy installation missions. Have to go to Ontario more often.

In this case you should try in New Hampshire ( missions are paid up to 450.000 )
I just got Navy Guard yesterday and the best place I found is Battleship Alma in Quebec. You can a range missions from low-level quickies that ask you to wipe out a squad of level 2 NPCs, up to some higher level missions to clear the spawn (don't do those, they take too long). All the missions are against Liberty Rogues, which are easy at every level. The map is pretty contained so you aren't going to be spending all your time commuting to and from the missions, most of it is just 5-7K from the ship. Also the Navy bounties are from the bar patrons (only) so you just leave the room and come back to reset the offers (faster than having to relog the character). Periodically you will see a couple of Rogue gunboats come by and you can break the routine by trying to take them apart. Good churn map.
The two battleships in NH give you high-paying missions but you have to go against Rheinlander fighters, which is kinda tough sometimes. And you only get missions from the board so if you don't like what you see you have to relog the character. Takes a lot longer to get a good mission and then to perform it.
One other thing, you can bribe the Liberty Rogues later and all will be forgiven, but you can't bribe the Rheinland military and after a few kills they will always hate you forever and ever
Well don't forget the ones in new hamp do pay a lot better against rheinlanders. Almost as good as the Order killing ones in Alaska. However, since they are against rheinland be aware that the BHG will probably hate you when your done.
Missions from NH is real good. I got 990k mission once. But if you want LN rep and LN iff then i dont think it matters much whom you are killing, whatever you do if you have LN iff .. RM gonna hate you.
Do mission from Fort severn. The best thing to do is find someone, who wants to rep Navy (Guard), too. Then you will need to take missions for only one sector in the system, the one, where the other one is and does all the work.
