As VP of Kishiro Technologies, I would like to firstly commend DSE for their outstanding work in the Okinawa Jump Gate Project. GMG engineers tell me that the the gate, and its associated lanes are in the final stages of testing, and that the corresponding assets in Sigma-19 are ready to be rolled out.

I come to you with an offer to improve the general fuel security for House Liberty.

It is common knowledge that House Liberty relies on H-Fuel passing through Kusari for the bulk of its needs. It is also well known that the Kusari government has a recent history of interfering with this supply. In politics, a critical resource like fuel is one of the first targets for economic sanctions - be they directly against Liberty, or against third parties that supply Liberty.

Kishiro would like to offer what we feel is a solution to this challenging political environment.

In conjunction with GMG engineers, we have determined that greater efficiency is achieved by shipping the most essential component of H-Fuel to Liberty, that being Helium-3. Liberty will then be able to stockpile this fuel component, and obtain Deuterium from alternate sources that do not require transit through Kusari.

With some new infrastructure invested on Planet Pittsburgh, we can offer a ready supply of Helium-3 shipped out from the Sigmas, starting in the new year. Liberty will then be able to manufacture its own strategic reserve of H-Fuel onsite, and will spread out sovereign risk, not having to deal solely with the Kusari Government for passage rights.

It must be stressed that this is a significant economic and political outcome for your nation. We urge DSE and the Liberty Government to make the necessary facilities available on Planet Pittsburgh. You can expect the first shipments of Helium-3 to be arriving in the new year.

Konnichiwa honorable Libertonian President! It has come to the attention of Kishiro that a new business investment and venture needs to be discussed with the House of Liberty. What I am talking about is the new Helium-3 mining ventures procured in the deep Sigma systems, and what impact this may have on the economy and markets of Liberty. We are willing to export this valuable substance to Liberty, and are eager to discuss how we may go about doing it. This Helium-3 will aid in the production and creation of H-fuel.

  • Deep Space Engineering is proud to announce that our Marsden Point Refinery in Industrial Sector 23 on Planet Pittsburgh is now complete. It is ready to receive all types of fuel sets, primarily H-3, and is now fully able to refine and produce reserve stockpiles of H-Fuel for the Liberty Government and her servants.

    Refining of H-Fuel here on Pittsburgh is not cheaper to procure compared to the Sigmas, however the dangers and logistical costs have proven the price to be justifiable.

    Now, it is one thing for us to cover the costs of producing these vital fuels for our Government and associates, but Deep Space Engineering cannot cover the import of H-3 on her own.
    To me, the logical solution is for the Government to subsidize Kishiro Technologies to deliver the raw H-3 to Pittsburgh.

    Once this agreement has found the green light, Deep Space Engineering will support and encourage Kishiro Technologies to deliver H-3 to Pittsburgh only. Until the stabilization of the economy, Deep Space Engineering is with-holding all exports of our products out of Liberty. Therefore a subsidy to Kishiro Technologies from the Government is highly recommended.

    Please let me know how the situation grows and I will ensure to have a full fledged contract on the ready for Deep Space Engineerings part in the fueling of the Liberty economy.

I would like to first express gratitude to both your firms on behalf of the Republic of Liberty for your invaluable commitment to this house and its economic strength. This despite difficulties that artificially constricted trade between this house and Kusari.

However, I would like to express serious concerns with this new proposal to synthesise H-fuel on-site at Planet Pittsburgh, utilising H-3 and other materials in the process. To me, this means that we will continue to be reliant on the Empire of Kusari for their permission to have fuel convoys pass through to the Republic of Liberty. Additionally, we will also have to acquire the other components for the fuel, which multiplies the logistics chain as well as the dependency that we will have on others for their products. From what is being suggested, should the delivery of any one material fail, the entire fuel production process would undergo significant disruption. This means that there would be no real change to the past arrangement, excepting additional employment opportunities for the workforce within the Republic.

In the short-term, following a change of leadership in the Empire, we are reassured that access and free trade between our two houses will not be a problem. However, thinking in the longer term, we could easily be rebuilding the conditions for such a fuel squeeze to happen again. The Republic of Liberty does nothing if not learn from past mistakes.

Therefore, I am quite skeptical that this new scheme would protect the Republic of Liberty from similar economic sanctions as we experienced in the recent past. If that is not what you were suggesting, please correct me.

  • Deep Space Engineering has for some time always dealt with the problem of supplies for the production and supply of H-Fuel for our nation. Time again we found solutions, time again they were over-looked. Deep Space Engineering has stockpiled a lot of the required resources required for the manufacture of fuel grade H-Fuel since the completion of Marsden Point Refinery. The only thing we are missing is H-3.

    The Governments only concern is to subsidise what is available to them. If Kishiro won't deliver, then we'll pay someone else as it has always been. It is not dependant on the "how it gets to us", but rather who will do it. Kishiro, a leading company for the Empire of Kusari, is offering Deep Space Engineering unlimited distribution of H-3 to continue the production of H-Fuel for The Republic of Liberty. It need not concern you how we do it, just that it gets done. As it always has been done.

    Deep Space Engineering will deliver what we promise, and if you wish to worry about matters that are not your own, perhaps you might be better suited in a role with in Deep Space Engineering.

    What ever you choose, Deep Space Engineering will deliver, with Kishiro or not. Our only advice is you subsidize those eager to supply. If they don't supply, don't pay, simple. However I encourage you to pay legitimate companies offering a service you cannot afford to be with out. If they don't supply, your cost on H-Fuel will increase from us.

Keep them coming and hopefully our Government will jump on cue and set up subsidies to cover your excess costs coming to our facilities.

Kishiro Technologies, Deep Space Engineering representatives:

As you may know, it is our policy to keep government intervention in the market as low as possible. This was behind the privatisation of the Liberty Police, now incorporated, and will continue to be the case. Subsidies were only used in dire situations where the free market was being heavily influenced by other external factors; they are the exception, not the rule.

As relations with the Empire of Kusari have, to my understanding, normalised somewhat, subsidies are no longer needed. The market will decide the price at which these goods are provided, and crucially, this is no bad thing. The free market is an efficient economic model, and allows us to keep the size of the state to a minimum, at least when compared to our economic output.
