Aren't we over half a decade late with that?
Then those are not Zoners but a trading-oriented micro-house faction. There is nothing bad about unity to grow up among them, but then the lore shall change.
Well... it didn't. Zoners are still space hermits wanting to be left alone at the edge of civilization... with dreadnough-grade colony ships of course...

TAZ is on the other side of the Sirius and OSI is a trading Zoner group. I dunno if I've ever seen TAZ in Delta or Kepler? So it makes -Enforcing- laws around some freeports quite difficult.
While TAZ focus on Baffin/Omegas, and OSI Sirius wide a trading group, that doesn't mean they ignore the other Zoner stations. Just because they base out of one location doesn't mean they won't go assist their fellow Zoners in time of need.
That line wasn't meant for militant Zoners to pop up. It was made so Zoners could properly defend themselves and their stations without fear of being sanctioned cause "you're a Zoner. You can't do jack against us if you tell us to leave". It makes no sense that Zoners wouldn't have their own laws, and a means to enforce them. That doesn't mean they are now a Military faction. It just gives them the ability to actually enforce their laws without being sanctioned.

Why?
Now we're going to end up with entirely stupid situations where normal Zoners are present alongside official faction zoners outside a Freeport, someone violates the NFZ, but only official faction Zoners can actually engage. That will be an OORP mess and entirely the fault of the admins and others who advocate ridiculous OORP differences between independents and official factions.
Isn't there a line somewhere in the Zoner ID which states you can attack any ship in self defense, to protect another Zoner ship...?
Zoner indies just need to hang around official faction Zoners and work with them.
I wonder just why only officials have this line? Why not everyone? As far as i know there are only 2 official zoner factions in here. TAZ and OS|. TAZ is sitting in Baffin and they don't care about other systems much. OSI is trading corp who can't fly big cap ships. So they also don't care about it.
I am mostly a zoner. I like that NFZ because it's neutral territory. I like to enforce COF laws in 10k near freeport and if someone breaks it: just force him to leave or otherwize if he opens fire - BOOM. Same happened with me in Omega 3. I blowed up several bretonian battleships. (Didn't knew that they have agreement to bring caps to Freport 1).
So i think that all zoners should enforce COF laws. otherwize what's the point of those laws anyway?
very good and progressive move towards making zoners more balanced, Well done.
I like that the Official Factions are the only ones who can apply this new line. Very smart and wise.

Zoner officials are not that much active you know. I don't see any for more than 95% of time.

Pretty much because of that, I guess. Officials just have to know about the agreements. There's less to expect from indies.
You know.... Before engaging i asked admin who was online. He told me that i can make him go. So i did. He opened fire - i killed him. Then admin contacted me again and told me that there is agreement. So.... Not my fault

You could always apply. I'm sure they would love to have fresh recruits.
