As far as that California thing goes, it is still within the scope of the rules, and is a matter of the RP progression. Operating in the grey or dark areas isn't something the Navy hasn't done before to reach it's goals(see ESRD spooks). So technically there isn't any issue here. But yeah you do have the right to be concerned, but posting in feedback won't guarantee you that it'll take your concerns away, more so it being something of the iRP environment.
