Bottom line for all I've said in that wall of text:
As for independent and faction characters in the same side: Mutual respect is the key.
As for independent and any other characters in opposing sides: Respect their roles for what they are. If you have an issue with the way they're roleplaying their characters, take it to PM or bring it to the forums, do not disrupt gameplay spamming things like, "You have no authority because you don't belong to faction X." It makes no sense RP wise. For all your character care, the guy IS a duly appointed member of the local lawful forces in that space.

WHY ?
Cause it is too easy to drop your ID and become a pirate.
This is RP server. Independant acting as police is not police.... he is independant.
Case in point:
A certain over zealous independant in a Liberty GB police ID, shot at JG. Stating we were mercs, while LSF and SA tolerate our presence as we can be good help.
He then asked me to drop my nuclear mine launcer and give it to him as it is a "contraband". Really ticked me off. Two minutes later he was helping independant do unpolic elike stuff. sigh...
You interested in becoming police, get a LSF or SA or RM or SF or KNF clan affiliation please.
Doesnt take very long to do so.

You're probably right, pip. I always tend to picture the best possible scenario and believe in people. I reckon things do get out of hand on a regular basis and perhaps is best for everyone that people just get inside a faction. It helps RP, promotes consistency and makes law enforcement an easier job to do.
Anyway, I stand that we should have the laws for every region fully visible in the RP forums written by the ruling factions leaders for each region/House. More importantly for the lawful Houses.
I do have an LPI char, but I also have my cruiser, which won't get into any established factions, but its often a necessity, to guard Zone 21 with, since the corsairs keep coming with gunboats or bigger.

When SA or LSF are online, I always listen to them, and cooperate with any orders they give. It is their jurisdiction after all.

pip, you're right, but there is virtually no way we can enforce this. Our server is great, but due to the current influx of new players, especially those who are not registered on the forums, we need more policing to enforce server rules.
For one thing, there are just a lot of people out in the server that lack the maturity to follow many of the rules on the server. I'm not saying that we should close Discovery to young people, it's just that often, maturity is necessary for RP.
Your instance of independents going about doing nonkosher RP is just an example of a player, most likely not registered on the forums, going about and doing whatever he or she wants to do on the server. Frankly, for many other players like yourself, they ruin the general experience.
Unfortunately, there is nothing that we can do about it at the moment.

To be completely honest, after doing some thinking... An independent player that's not willing to join a faction is maybe, and I stress the 'maybe' here, more interested in the PvP aspect and the minor RP of his role. It's then probably better that he doesn't stretch his RP too much as to step over the factions' RP. Maybe it's better that he just add to the firepower and enjoy his time teaming up with the "veterans".
Sometimes the RP of certain player faction does not sit well or is not desired by a player. They may still be good RPers. For example, I have not joined =LSF= explicitly with my NPC LSF char because I am not in complete agreement with the way their RP shapes up. Nothing against those in the faction, I just have my own vision of what LSF should be. Therefore, being the respectful player that I am, I give authority to them when they are around. However, I am not going to stop policing Liberty when my missions in the borderworlds are finished because the RP for my character simply would not allow a pilot carrying Navy Officers just troll on through without due justice.
That being said, I see where a lot of issues with independent players happens. A lack of respect for the established authority in the region is poor RP. What to do about it? Well, try to direct people to the forums as much as you can (always in PM, especially since I think it has a greater impact when someone knows you are addressing them directly and it is against server rules to have any OOC in sys chat) and inform them that there is a greater body that dictates how things a run in a system.
With the influx of new players we have been getting it takes some work and pride of more senior members to help these people along. Personally, I was always in favor in forcing people to at least see the rules via a server password, however, I know that would never happen. Therefore it is up to us to clean things up. We have the tools; Strong RP in the face of ooRP, a sanction thread and knowledge of how things should be.
Anyway I feel like I am ranting now, so to conclude I will say, don't limit the rights of Independent Players to RP in accordance with their selected ID. The ID says they can do those things and they should.
ak and what with the players in groups not faction (i mean USS,or TT-corsairs) or TRIAD or all the others group. they are not independant but are not in factions.
and on one side i agree with that indepedant is not police but on the other side when all join 1 or 2 or 3 factions,then the faction has 50-60 members. and i think it is nto easy to manage so big faction (for example all independant in new york join LSF)
and when you force all who will play as police under faction, then is it not freelancer because you can not act free.

First of all, Monk. That was a very well though of and written post you got there. Second, I didn't want to mention exceptions on my post, but I agree with you. There are players that even when not completely aligning themselves with the established factions have a way to operate seamlessly within their particular RP that neither stomps over the big faction RP nor "sounds" dumb.
But to be honest, I think these exceptions are pretty well covered up. The biggest problem are newer players, or players whose bigger interest isn't really developing the story of their part, but actually finding excuses to pick up a fight and/or to bully people around. I'm with DBoy in that one completely. I think that kind of behavior is downright unacceptable to the people who strive to build an RP basis in a particular region, simply because they have no sense of consequence nor responsibility to anything or anyone but themselves. There's no measure to their actions. If I do something wrong when working in a faction, I'll get slapped by my superiors and risk my position/prestige and place in the faction. If an independent does it, they have almost nothing to lose, but perhaps being sanctioned in extreme cases.
My first character's name is Victor Remond. He currently holds a freelancer ID and lives on New Berlin. He spends most of his days exploring, killing Wild/Hessians, and helping out the RM. Now, according to the logic of elgatodiablo I'm ruining the RP if the RM by being an independant.
Victor loves to explore, and has been under somebody's thumb his whole life so he doesn't want anything to do with organizations or factions.
Sorry to pick on you elgatodiablo but that's just how i read your statement.
