Actually, you are becoming unlawful, because, you have been judged guilty for a crime according to the law.
We have to stop hiding behind rules or tricks to interpret them. We smuggle, we do piracy and extorsion, we kill, we know it's illegal in all Sirius Houses !
I praise for a up-to-date database of the criminal records. Of course for the gameplay, anyone paying the fine will see is criminal record whashed out, until then, he accepts the risk to be hunted and KoS.
The list is the only way to say this one is a criminal and this one is a honest citizen.

My primary Junker does an inordinately large amount of smuggling... But not typically for the money, but for the fun of it.
I know that if I'm spotted, even from afar and the cops demand that I cut my engines and submit to a cargo inspection, I better either:
A) Ditch the cargo and blast it before they spot it.
B) Accept the fact that I got nabbed and see what I can do about it.
C) Run and accept the fact that I have just 'engaged' them.
D) Do something really really clever.
Once a member of the LSF nabbed me with a load of Counterfeit Software... Which I ditched midtradelane... The fellow was fun enough to play along with my claims of innocence! Was some very good times.
There should be a way to actually "smuggle" where a simple cargo scan would be unable to determine if you have a hold 50% filled with Artifacts buried under Luxury Goods.
I actually think the LSF did the right thing at asking you to drop the cargo.
A fine would have been too ridiculous and encourage you to continue to smuggle. I know its most anoying, but thats how it is. And I believe they have the right to do this.
