Admittedly, whilst I do think IMG being in T-23 still is a bit weird and GRN should have stomped them out, I do agree with what Syrus says. In our tenacity to achieve RP sense it can be easy to forsake gameplay. I mean tbh if you look at a lot of Discoverys story progression, there's so many tactical blunders done by x, y and z that would not really make a lot of sense but are done for better gameplay. The funny thing is at the end of the day the vast majority of people are cool with that because in the long run it generates more fun.

Actually, the plans about GRN kicking IMG's ass out of the Taus had been planned and talked about since GRN reached them. The only reason it didn't happen was because we wanted to avoid a huge ammount of tears around over the issue so the idea was given up on.

Everything that needed to be said was said by the GRN leader and by the IMG leader.
These are the people that were in the discussions and who partiticpated or were informed about the changes (some earlier, some later, some had a say, some just had to accept their given role).

I don't think the IMG| official faction (or the faction's indies, really) would mind being kicked out of the Taus. The problem is that it'd - gameplay wise - be "unfair" for them to not get a similar new chunk of ZoI to mine, transport and fight in.
The correct approach years ago would've been to do exactly that, IMO. IMG gets kicked out the Taus, the faction then moves to "greener pastures". It'd be better lore-wise and if done correctly wouldn't negatively affect the faction.
it might still be possible, and I believe Jack himself was "exploring" some options when IMG| did some roleplay with convoys in the Omicrons. As I'm a big fan of a more dynamic Sirius, it'd be a good change IMO.
As for the Freeport, as Jack stated, the GRN| and IMG| together requested its destruction as part of the GRN-invading-California-and-Magellan storyline. Again, it's simply the most logical series of events considering the damn thing has been roleplayed as "taken over by the Liberty Navy".

T23 used to be an activity hub. Awesome battles. OC vs. "The free Tau people". You remember.
So... let's look gameplaywise at Tau 23 what is left when Java becomes GMS/GRN/GRP.
Or... just look at the rest of the systems in which purely Gallic bases are: they are sadly dead.
Gameplaywise, spots that many IDs can dock at, meet, talk are a necessity (see Freeports in Delta or O3) even though they are a pain in the behind to manage for the owner. That's why the GRN Battleship was put close to Java to show "Guys, if you are red to the occupation force, this is not the friendly place to loiter". The alternative that was discussed was a IFF change of Java, but the Battleship version was deemed less disruptive to gameplay while it takes care of silliness that comes with an "open port somewhere in red-land" in an adequate way.
I am not opposed to "moving to greener pastures" - as you put it - however any such change would be bad for already struggling Tau gameplay. We also saw that the resettlement (as irply correct as it may be) has yet to yield good results. CR in Coronado... let's face it: they are sidelined and dumped into a rather uninteresting spot. Council, Roussilion, sidelined and forgotten. So ripping factons from their environment has yet to yield positive results.
And - something perhaps we should not neglect - it would be yet another harsh deviation from Vanilla, and an unnecessary one at that, as the gameplay issues (silly dockings) have been taken care of in another way.
