I didn't mean exactly an engagement notice, as in 'engaging X', but the same like we do in normal RP, when things turn grim, shots get fired. You can't expect people to just think it's normal that they can get shot at for no apparent reason, without a chance to defend themselves.
Don't get me wrong, I do see the merits in giving people a Terrorist ID, but you have to look at it from both perspectives: it's a game, we're all here to have fun, including the trader who just got shot at because someone with a special RP, buried deep within one of the least read parts of the forums, thinks it fits in his RP.
I think I'm being flamed as a part of the collective body of people with terrorist-class IDs.
No, I don't have to give you an engagement notice. I never do, not on my Wild, not on my RM, not on my GRN, etc... nobody does.
I do, however, have to RP in some capacity before I blow you out of the sky, even if you're a silent F1er like half the people we encounter in Omega-55. This applies to everyone, and terrorists are no exception. Just as a terrorist is not immune to the four hour rule, so too are they not immune to providing RP before shooting takes place. Not that I mind, of course, I'll talk your ear off if you let me... and aren't 500m from a base while trying to dock...
If a terrorist obliterates you without a word, report them. I say this as a player, though it is especially close to my heart as I hold a terrorist-type ID and would not see that trust abused by anyone.
If they blow you up after telling you you're going to die, or that you are currently of most use to them as a name on an obituary, then that's fine. The point is that they don't need to demand cargo, as that doesn't always help their agenda more than your corpse would.
I think I'm responsible for this notice, actually. I can too blow up your empty miner without asking for anything.
Oh, and as for being able to run up and shoot terrorists without a smidge of RP... you make it sound like that doesn't happen all the time. Most of the PvP from being a terrorist comes from people chasing you with pitchforks rather than going around murdering people. Almost all IDs include "can engage terrorists" already, they do have the same freedom to engage as the terrorists do... RP, then shoot.
Their ID says they can engage with little to no RP, therefore they do not need to give you an engagment notice.
But still, since terrorist IDs are given by admins, I personally dont care about that. If they have one it means the admin team or whoever in charge of SRP found their level of RP to be high enough to deserve the privilege of being able to engage at will.
And I dont really find the suggestion of being able to engage them without notice to be a good one. IT takes what 5 seconds to write one. Of course, you need to write a bit more of RP but as far as I know, this is Discovery RP server, not PvP.

Last time I looked, the ID said no such thing ... It says 'Can kill on sight' That does not mean silently.

I have a strange feeling that i'm tired of different, sometimes totally different view-points from the admins on one matter.
This "terrorists can blow up anyone with little to no roleplay" conflicting with both server rules and other admins enforcing roleplay, this "no more mining here in 4 hours if you get engaged while mining because i didn't know other admins previously said otherwise", such things as some admins stating that engagement is not dropping shields lower than 50% but just saying so, etc, etc, uh... Wonder why is this almost always Agmen making me confused, by the way?
Anyway, back to the point.
Maybe all such statements should be either discussed with all/most other admins before posting or not being buried somewhere on the forum but added to the rules directly so anyone could read the last version of it at any time without grave-digging in the forum or the memory? Or both. Seriously, this is getting stupid.
It's like the sudden ID changes with no notification. Only worse. Much worse. I mean, we have rules, don't we? Rules explanations by admins should clear things up, not create confusion.

I mean, I get "engangede" with little to no RP on normal characters, just the bare minimum needed to not get a sanction.

These are two of possibly the most common engagement notices that Phantoms, and I imagine any pseudo-Terrorist ID player gets. That, and the silent ones, which do still exist.
Point is, Terrorists already suffer from being shot at with little to no RP.
So what would such a rule change?
