I think its a good change since nobody in his right mind would sit infront of a base for 10 Hours.
And it gets even more difficult if a piratefaction wants to do that in House space.
True the Sairs have got the biggest combat Power but as sayed nobody would have the nerf and the patience to sit infront of a base with shields for more than 3 Hours.
Because the worst thing about a siege is that you don't know how much longer you have to stay until the shields fall or the Repairs stop.
Just my opinion.

They have to maintain fire for however long too, or else two things happen: the fuel consumption stops and it takes that much longer to run out the reserves, and the shields go down long enough for a supply ship to get in. You have to maintain fire the whole time.

Excellent change. Although the heavy mortar math is flawed: Battleships do not have the capacity to sustain that rate of fire. They run out of energy. In terms of energy for power, Cerberus turrets and BS primaries are probably the best weapons to use.
This will give battleships (and cruisers) that have a massive front cannon a leg up as siege weapons. GRN Valor, Hessian Jormu, Blood Dragon cruiser, LSC are all ships that are quite good in the siege role with this change.

Will the repair rate be slower (longer lasting) if you have all three repair commodities compared to just one? Like, right now we just use robotics.. say, 3k for example. But if we were to have 1k basic alloy, 1k robotics, 1k ship hull pannels, does the base last longer before taking damage?
Check you have at least (baselevel*200) crew, and at least an equal amount of food (can use synth, rice, luxfood or food rations) water and oxygen. Each 10 hours, base will consume (crew) amount of food, water and oxy. It will cease all activities and start to decay if the crew requirements aren't met. People sometimes forget to add crew after doing a core upgrade.
