I am sure that by now you have heard of Renzu's presence in Oita. It is no big secret that we have just completed, with the help of others, our largest and grandest shipyard to date. What you may not know is that it is more than just a shipyard. It also houses our most extensive research laboratories. These labs are outfitted with the most sophisticated equipment on the market today.
In light of recent galactic events, Renzu extends an invitation. We invite you to set up offices on our shipyard and make use of our advanced research laboratories. At this time I am only empowered to offer offices on the shipyard, though, there will be no fees levied and no need to share the fruits of your research. The only thing we ask in exchange is that you allow us passage through Hiroshima into Kusari space. It is our hope that this offer will facilitate closer relations and result in strengthening both the KNF and Renzu.

That a token fee of 150 million credits be paid to [KNF]Heikiko.Maru for the privilege of our protection in this system.
That Renzu only ships take advantage of this. By this we mean ships belonging to your corporation, flown by the corporations pilots. We do not wish to see other pilots accompanying your ships on this route.
That your ships not dock at Matsue base, Kure shipyard nor Battleship Sado, which are military installations and intelligence assets.
That your ships not collect data that might be passed onto third parties, which could be used against kusari naval forces.
Whilst we appreciate your offer of docking at your shipyard in Oita, we do not currently have sufficient resource, or a pressing need to take advantage of this. However, our corporate allies Kishiro Technologies would be interested, would you allow their Ships access to your Shipyard and its facilities?

It is an honor to address the new high command of the KNF, and please accept the condolences of the whole IND corporate structure for the loses suffered by the KNF. As Renzu is a subsidiary of IND, this transmission was passed to my office, as all issues of access to Oita are.
In addition to the terms listed in your last transmission, which I will leave to the most capable Marwick-san, I wish to offer any and all off duty KNF officers who wish, access to the luxury suites on Wall Street Station, as well as to all the entertainment available there. I am aware many of your officers have just returned from the Taus and I am sure are quite battle weary, though KNF operations against the Dragons and GC can have quite the same effect. Relaxation and time off are something we can, and will gladly offer to those KNF officers. Wall Street Station's Promenade features some of the most renowned entertainment venues and eateries in all of Sirius.
Of course this offer is extended to the leadership of Kishiro Technologies, a great Kusari Kieretsu, whom the IND have always been honored to work with in the past.

Renzu, and myself, thank you for allowing us passage through your system. We will, of course, conform to your stipulations. We will allow no ships other than Renzu| ships to accompany us through your system. Sadly, due to losses such as the theft of our Ki models, we do not currently have 150,000,000 credits at our disposal. Our company is worth far more than that, but it is tied up in solid assets. We will be seeking methods of raising this amount as quickly as possible. In the meantime, would it be possible to work out a temporary allowance based on a down payment and/or promissary note? Renzu, of course, will not cross into your system until such an agreement is made or we are able to raise the payment necessary.

I thank you kindly for your graciousness in allowing Renzu ships to travel to our shipyards in Oita via Hiroshima, cutting our travel times substantially. You have my word that any details of the system are treated as strictly confidential by Renzu, additionally docking permissions will be made clearly prohibited to our employees.
I have an additonal matter to discuss honorable Shosho - our benefactors, the Independent Neuralnet Division, provide Renzu's logistical needs and therefore ship the larger components for us to our Oita shipyards. Renzu recognises the need for IND vessels to also travel efficiently to the Oita system, and would greatly benefit if IND ships could pass through Hiroshima for this reason.
I humbly request that IND vessels may pass through Hiroshima, strictly on the same route that Renzu ships take with no diversions or exceptions in addition to the current terms of agreement. I sincerely apologise for not bringing this up sooner, our Logistics division has changed significantly in a very short period of time.
The specific terms of this additional proposal are of course open to discussion. I thank you for your time.
