Brothers, and sisters of the Republic of Kusari, our nation is, and has been, at risk. Day by day, our honorable republic is breached by threats from within, and without. I speak, of course, of the former State Police organization. Hai, I did indeed say 'Former'. In the years following the banishment of our emperor, and the reformation of our government, the state police were ignored, once more, as the organization which merited the least 'oversight', (or more accurately, assistance, supply, and input) from our mistaken government.
Indeed, it is only now, years later, that anything is to be done about this oversight! Today, as you read this, I sit with a provisio in my hand- that for the reformation of the Kusari Police, under the republic, as they should be.

Chōkan
Head of the police force, and in overall command of any situation he/she shows up to, by default. Authority in any internal situation over any, and all Kusari Assets present, and engaged in that specific situation. Authority extends only to the Internal borders of the Republic of Kusari, and does not cover any external security zones. (such as Kepler, or Galileo)
Permissions:

Stepping inside a small, clean building, the sound of the engines of traffic outside fades to a dull hum, as you enter a small hallway. The arrows to the right point towards the restroom, as well as a small break room, from which the smell of tea wafts outwards. Towards the left, two small arrows point towards the Commander of this building's Office, as well as the Barracks. Directly above them, a somewhat larger arrow reads 'Recruitment'.
You walk towards the left hand side of the hall, and after passing a small door with an arrow pointing down it, leading to the Barracks, and the Commander's Office, you pause. Directly next to it is a larger sign, reading 'Recruiter's Office', above another plain door.
Pushing the door open, you see a pair of nondescript officers, one of them sitting off to the side, sipping tea, whilst looking through paperwork, and the other, at a desk centered in the far side of the room. The one at the desk is busy talking to another prospective officer, but the other one places his paperwork down on a seat next to him, and walks over to you quickly, tea still in hand.
"Konbanwa, honored citizen of our republic. If you're here to lend a hand in protection of our great home, then please, take a seat over there, fill out a small form, and wait for your name to be called." he says to you, gesturing to a small row of seats where a few other prospective officers sit.

I've figured that a couple of those ranks are going to remain unfilled for a while- Including the Keishi, Keishi-kan, (As well as most likely the Keibu, and Junsa ranks, for now as well... I mean... folks who are gonna help start it up might as well be at least propper Junsa-chō to begin with, right? Right.)
But I'm going to be leaving them on there for now, just so that they'll be sitting in the writeup for when they will be used.
There were some attempts to revive the State Police hope this one goes successful. Think snub craft should be available to any officer no matter what rank, caps however to the higher commanding officers of-course

I would mirror an earlier comment that I think all snubs should be available to all ranks.
Every player deserves to have the ability to be able to deal with any threat that comes their way.
Considering the recent upgrade of Light Fighters, and the way things are going, LF's were already capable of dealing with VHF's before... and it's only gotten easier. I'll lower the requirement for Special Permissions for it, if it becomes a small issue... but LFs are going to remain the mainstay of the police- (At least until the next update, to see if it remains feasable after the fighter balancing that's still underway...)
If you'll note- it's essentially only fresh recruits that can't go anywhere... The rest of the restrictions is basically 'Don't go out of the core systems'... And even the 'restricted' Junsa is 'restricted' to the two most active systems... I might expand that restriction to the core systems, though... Thanks for the input!
