Hiraku was born on planet Junyo, in the Shikoku System. The oldest of 3 brothers, he was the son of a manager of a fishing and commodity transportation worker in his homeworld. With his younger brother and sister, he helped the family business while dreaming of one day going to explore the stars above.
A few years before he was eligible for military service, the War for the Tau Systems occurred. Hiraku's father, unfit for combat duty but having knowledge of cargo systems, was assigned as a crewman for a supply ship for the Kusari front, where supposedly it wouldn't come to harm. However, the unexpected strike from Galia into the Tau Systems caught the Kusari Naval Forces by surprise. Losing track of the fate of the ship, it's unknown if the father managed to escape to Bretonia with the Emperor's fleet, or if he was lost on the onslaught.
After the war, feeling no interest in enrolling for the navy, or doing corporate work, he headed for Deshima station, and started working with the Bounty Hunters Guild inside Shikoku and the neighboring systems. Having a little more freedom than the foreign bounty hunters, he traveled all over Kusari, and established a good reputation with the Kusari police forces.
For a while he was an independent contractor for Kusari Police in Shikoku, providing protection to the Fuchu Prison complex, capturing of Blood Dragons and Golden Chrysanthemum terrorists, and relaying information regarding smugglers and foreign criminal elements. He also flown occasionally with the bounty hunters to the Galileo and Kepler Systems, fighting against Lane Hackers and Rogues.
In a turn of his fate, he came under the leadership of a mysterious man with connections to the Hogosha, and begun working for the one known has The Fisherman as a bodyguard and Hogohsa enforcer. Nowadays he remains an agent for the Takarabune Conglomerate, playing a role of one of its most visible enforcers.
Other than a certain dislike for Galian forces, he cares little for politics of home and abroad, being indifferent to the Shogun, the Emperor or the Kusari Republic. Now a fully fledged member of the Hogosha, he still retains some contacts with the State Police in his early days, in addition to the distant relationship with his brother and sister.

In his youth, the War for the Tau Systems occurred. The disappearance of his father saddened him greatly, and hoped that the war would not come to claim more of his family. With the departure of his brother, and the company business taken over by their uncle, Katsuo's future seemed as uncertain as ever.
With the foundation of the Kusari Republic, things took a turn for the better. Katsuo, now a young adult, spotted a recruitment drive of the Kusari Navy. Feeling attracted to the ideals of a government of the people and the chance to defend Kusari from another bloody conflict, he decided to enroll in the Navy flight academy, in hope to become a fighter pilot. Bidding farewell to his mother, his uncle and his younger sister Mizuki, he departed Planet Junyo.
Having received his training at Battelship Sado and served for about a year on Battleship Myoko fighter wing. After some restructuring of the Shikoku naval divisions he was assigned to the Secondary Fleet 6th Mobile Division, which allowed him some freedom of activity inside the home systems.
He applied and was successfully transfered to the Kusari Naval Forces main fleet, with the rank of Nito Kaii (2nd Lieutenant) where he is sent on operations across all systems in Kusari. In the end 820, he was promoted to Iito Kaii (1st Lieutenant).
In early 821A.S. he was quickly promoted to Santo Kaisa (Lieutenant-Commander), and was assigned to Squadron Leader of one of the squadrons based on the KDS-Matsumoto in the Hokkaido system. A short time later he received yet another promotion to Nitto Kaisa (Commander).
As the end of 822A.S. approached, the Naval Forces engaged on a campaign to combat the Blood Dragons that were staging an invasion of Planet Tomioka in the Nagano system. Katsuo, now a Itto Kaisa (Captain), would take a center stage in this conflict, as he was assigned to lead the fighter wings that would compose the counterstrike force in Nagano.
Mizuki Shimoe is the youngest of three siblings who lived on Planet Junyo, in the Shikoku System. A daughter of a fishing and transportation manager, she grew up learning some things related with cargo transportation and commerce networks in Kusari.

The disappearance of her father had an impact on her in the same way has it affected her brothers. Under her uncle's guidance, she continued to learn about trading and navigation. When she became an adult, she told her mother and uncle that she wanted to head into space like her brothers. The departure of her older brother Hiraku into freelancing and of her brother Katsuo to the Navy had put some strain on the family relations. Furthermore, Mizuki's desire to become a trader require an higher investment for it to be successful. Mizuki uncle decided to enroll her on Kasaoka Trade and Interstellar Relations University in Honshu. The move came as a surprise to the people known of the family, because most of the business in Planet Junyo belonged to the Samura keiretsu, while the university was associated to Kishiro.
In the years that she was in the university, she came in contact with many of her future colleagues and competitors in her trade, elements of the new Kishiro backed political circles in the Honshu system, and members of the GMG. Trough the connections of her brothers she had some news of the Kusari Navy developments and the situation in her home system.
Graduating from the university, she was hired by a Kishiro transport subsidiary, and made some runs inside Kusari space, to provide support to her family business at home.. After a few months she was accepted into the Kishiro ranks and took command of a transport called Kishiro|Tengu, and assists in helium-3 extraction operations regularly.
She rose up in the ranks due to her diligence and business tact, and in 821 was promoted to Director, and put in charge of several commercial projects for Kishiro.
In a corporate reorganization a few months however, she was removed from her position and sent back to the shipping divisions. She decided to head back out as an affiliated Kishiro trader and miner, working on her own.
Mizuki has remained apart from the changes of Kishiro and Kusari at large, maintaining some contact with his brother Katsuo on the Kusari Naval Forces.

The Fisherman is somewhat of a mystery, one of those strange people that appear from time to time and are attributed to be involved in bizarre events. Although the Fisherman exists and can be seen as a simple pilot from Shikoku, you are left wondering if some of those rumors area really related to him.
Hailing from Planet Junyo in Shikoku, the Fisherman looks like a peasant in it's late fifties, with gray hair and beard, and always wearing common clothes of the people working in the Fishing Platforms and other oceanic production plants in the planet. Some people have said than when in his presence, a faint smell of sea is noticeable.
What is the Fisherman identity is something that it's difficult to ascertain. People in Junyo who know him tell that he looks like a jolly fellow, and has good connections with many influential people, from the syndicates of the planet, to some of the top businessman and politicians. However, when asked about his name or family, the workers feign ignorance or outright reluctance to discuss the matter. One drunken pilot found in a bar of Junyo spaceport blurted out that his family name was possibly Otsu. In Fuchu, a prisoner mentioned that a man called Kaito Hasebe resembled the description of the person known as the Fisherman. Neither of these pieces of information are reliable.
What the fisherman does however is a little more easier to determine. Part of his time he stands as one of the wharf masters in one of the Yoshinogawa Atoll fishing platforms. He also is seen heading to space, commanding his own personal freighter or one of the transports of the Shimoe Fishing and Cargo Company, which rumors say the Fisherman has acquired quite a big share of the company assets recently. Most of his travels seem related to export of Junyo pearls, and other traditional Kusari produce.
It was noted that he started spending more time in space, sometimes accompanied by a small group of other pilots. Kempeitai intelligence took notice of this development and considered that the Fisherman might had acquired connections to a Hogosha syndicate. Suspicions came to be true, as the Fisherman was placed at the head of a commercial organization called the Takarabune Company, which has grown in size and scope. This company, self-described as a "pearls and fish production and export company", has expanded several times its original size, and it is now known as the Takarabune Conglomerate.
The Fisherman has been detained some times for showing up with “suspiciously acquired” cargo on his ship, which he usually say it's the result of “fishing” activities. Even though he is usually detained for some days at Fuchu prison, lack of evidence and a subtle pressure from some layers have prevented any criminal charges to stick on him.
A devout believer of old Shinto religion, he is fond of naming his vessels in honor of gods related to fortune or the sea.
