I'm afraid that it is not the Royal Police that is responsible for this 'mistake', taking into account that the Saint Esprit was clearly equipped with the tag, ID and registration codes which belong to the ELF's property. Directeur Barlouis had to take actions as quickly as possible to deal with the defector, I do not believe he had access to the EFL employee list on the field.
Regardless, the Royal Police does not have access to the EFL registration database, so EFL agents should have distinguished earlier the fact that the Saint Esprit is not among their ranks by forcing the captain of the vessel to remove the "EFL)" tag from his freighter's designation and make him act as an independent shipping agent.
Yes, he succeeded in fooling us with his... fake (?) registration code and vessel designation, but the Police is not to be blamed for the EFL's failure to avoid such a confusion.
I do not wish to argue about the "loss of profit" and the adjudant sections, as I am yet unaware what that exactly resembles.
