Much as I'm not a fan of the 'OOC' rule in New York, the starting point for new players cannot be moved
because of the game ties to the single player side of things. So that stays as it is ...
As Igiss has said, removing the rule would be better, and putting it back as it was before, with your guns
turned on. Any breaking of server rules concerning under level 30 players would be dealt with as usual,
and as with the all the other systems, its not hard to get into character when you are there.

i d support guns turned on in NY. its such a core system - and so important to many trade routes. as for traders/banks/transfers - i m not really a fan of so many characters on one account anyway - allthough i do use them. but it would sort of improve roles if there was only ONE char / IP. so a trader would really be a trader and not a cashcow for a pirate. switch the role / ship - and there s a nice little money penalty in the form of a sell value decrease.
anyway - one char / account won t happen and will most likely not be liked by the majority of the community - and it would prolly just cause ppl to spawn multiple accounts to still make mule chars.
anyway - back to the topic, new york with normal rules, YES. those that want have my vote. currently my only concern with trading artifacts to NY is that NPCs might scan me and block manhatten docking collar before i initiated the docking sequence. ( hasn t happened - but might be )
I support turning the RP and PvP on in NY. As other people have suggested, make another linked system to act as the fully OOC area, where people can chat and transfer between characters.
I also think that making the starting newbie system no-RP gives new players the wrong idea. They see people chatting it up and using 'lols' and ';)' in system chat and assume that that's what's normal.
I fully support pvp being turned on in NY. I'm tired of watching people farm the Liberty Police and Navy in complete safety because nobody can kick them out.
RP will be hard to enforce there, but it can be done. Of course new players and helping hands should be able to speak OOC, but those engaging in combat and confrontation would need to stick to their RP. This also helps the new players in seeing RP right at their doorstep, getting a feel for how it is done.
In fact some periodic player-scripted events in NY between Liberty faction(s) and unlawfuls could go a long way toward bringing new RPers along.

Yes, get New York RPing. It's stupid... New player comes in, brand new to the whole roleplay experience... And see's 50 people talking OOC in system chat. And then they continue to talk like that outside New York because they think thats how the server works. Sorry, that just makes us look bad.
As for PvP in New York, I say keep it off. Every online multiplayer game you'll notice has a safe zone. A place where all new players are safe from harm, where they can't be attacked by other players, ect ect. Why should Freelancer/Discovery be any different?

Because it should not occupy such important system to roleplay. And we all know that PvP is a part of RP here. Make a separate system for that or better off make none, let all be PvP-enabled. Disabled PvP in NY isn't much of a protection for newcomers, it's more like a protection for banks to be honest, that's why all of them are there, even those that should not be RP-wise. One way or another those people who just made their characters will move out from the system. So whom exactly does that protects?

In addition to this; Aren't new players are already protected by the current rules regarding the engagement of players of Level 29 or below?
I like the idea of removing the OOC from NY, as well as the combat-ban. This way factions can fight over each other's treasuries and people would stop putting them all in NY. In any war the object is to take away from your enemy the means to fight a war. They lose their weaponry, and its that much harder for them to wage war. Right now I think having a ton of treasury ships present in NY, that can never die is pretty out-of-RP.
