It has come to our notice, through a report submitted by one of our Constables, that you have constructed two or maybe 3 Bases within Bretonia Space, to be precise Inverness.

Two of the Bases, noted in the Report, do definitely, as admitted by one of your Captains that was present, belong to your Organisation. We would like, also, clarification of the Ownership of the third Base, if known.

I would like to direct you to the Laws of Bretonia, as defined in the Bretonian Charter of Interstellar Law and especially to Chapter 5 of the Document. Find enclosed link to said article.

We are sure that the failure to Register these Bases, as required by Bretonian Laws, is purely an oversight on your behalf.

Please rectify this ‘oversight’ at the earliest opportunity and send required payments to the BPA’s Banks as required by Bretonian Law. If we receive prompt payments, and in gratitude for the help you provide Bretonia, we will not be pursuing any outstanding Fines for failure to register theses Bases beforehand.

On a side note we will also overlook the other Regulations that have also been broken, namely:

Bases must be no closer than 10K from any existing base or jumpgate, unless special permission is granted by the War Cabinet.
Our Constable noticed that the Bases were directly built above each other.

Despite this, permission must be sought from the War Cabinet or the BAF Admiralty Board before the placement of weapon platforms, due to the highly dangerous nature of the structures. Once permission has been granted, the owners of the structure may only place up to four platforms unless given special permission.
Our Constable noticed that there were 10 Weapon Platforms and this exceeds the normal Allowance.

We will expect that the rest of Chapter 5’s requirements will be complied with.

Greetings:

Seems all this was caused by an unfortunate misunderstanding. As it is we were persuaded that Inverness was an independant system, we also never spoted any patrols of Her Majesty, until now.

If the constabulary of Her Majesty demands further sacrifices from the Congress in the war effort, we will be glad to go the extra mille. We remind you kindly though that the twin bases, Junkyard and Guard, serve as a depot for supplies that we deliver, with great risk of life and limb, directly to bretonian ground troops in Leeds with our freighters fleet, dodging the Battleships of the invader.

It is an hefty amount of money you demand from our bases in a system that you surely are too streched out to liberate assets that are badly needed elsewhere, we were under the impression that our mere presence there would be an aceptable replacement to stop Bretonia from strecthing their forces too thin, but alas, we seem to have been mistaken.

However, if we both agree, that the security of that system is served by our constant surveilance there, then I am sure that the fee could be greatly reduced to a symbolic amount, provided that Inverness is kept safe from the agressor interferance by our own forces that are already stationed there.

If the Police Authority feels this is an aceptable solution that would greatly reduce their strain then I am sure we can agree in a more afordable, if not symbolic, fee.

Our side is busy now drafting a document where we intend to join efforts with Her Majesty privateers, again a considerable effort in men and ships, therefore, since we all work for the same goal, we would both greatly benefit from a substancial cut in the due payment.

Good day Director Ortog Ashford,

Just because our Patrols only occasionally enter in to Inverness doesn’t mean that it is any less important to Bretonia than the rest of the Systems. Imagine that you have a ship in a dark corner in one of your Base’s Hangar and it hasn’t been used for quite some time. It becomes an ‘out of sight out of mind’ item until it suddenly goes missing. Then, as a matter of principle, you want to know where it is, who has stolen it and you want it back.

The Laws of Bretonia are there for a reason, we are sure that the Congress have their Laws and adhere to them. When we find that somebody has taken advantage of our ‘good nature’, in these troubled times, we feel a little aggrieved. In saying that we can understand ‘misunderstandings’ and we are sure that an amicable agreement can be reached when these ‘misunderstandings’ happen.

Now, in your reply, you mentioned about the 2 Bases, Junkyard and Guard, but we see no mention of the 3rd Base, Dyke Space Port. We would assume, seeing as you had ‘taken over’ this System that you would know who was building another Base only a ‘stones throw away’, as one would say’, from your operations around Planet Cannish. Information on this Subject would be most favourably received, if you catch our drift.

You also didn’t mention that you would be complying to the rest of Chapter 5 of the Bretonian Charter of Interstellar Law. We would like to assume that this is a given, but an affirmative answer would be greatly appreciated.

A little Quid Pro Quo is in order.

You would like for the Junkyard and Guard Bases to be Registered in compliance of Bretonian Law. You would also want for Bretonia to overlook the illegal building of these Bases and the other transgressions associated with these 2 Constructs.

In return we would require:

1) A small Administration Fee to be paid, the exact figure we can come to an agreement later on depending on certain developments (we need something to appear on the Books).
2) Information on Dyke Space Port. Who it belongs to? Who supplies it? etc
3) Information on Ships transiting Inverness. We know smugglers use this route in to Bretonia. Also the report of our Constable reporting seeing Order Ships within Inverness.

If these requirements are agreeable to you we are sure that matters can progress favourably for both parties.

Thank you for your sensible reply and willingness to cooperate. We, at the Congress, and myselfe in particular, aim only to serve Bretonia at this time of war.

Lets start with Dyke and the reason why it was not mentioned before.

The project in itselfe is meant to be the construction of living facilities for the relocation of refugees from planet Leeds in Forres , and also medical facilities for the war casualties to recover. We aim to get the humanitarian Doc Holliday involved on this, and we have started diligences to achieve that goal a while ago. I plan to get the lovely Doctor Doreen as head physician there, only the best for our heroes.

This project is under the jurisdiction of the development department of he Congress, and the reason that it was kept secret was concern for the safety for the refugees and casualties, we do not want GRN to go on a bombing rampage over defenseless civilians and wounded soldiers.

We prefered to maintain a low profile so that we could open our doors to wounded soldiers and relocated refugees in a full working environment. We seek no recognition, therefore we need no publicity, we merely want to serve our purpose in this war. Her Majesty will be the judge of our value, not the media.

The Forres project has been extremely costly to us, as you might imagine, and involved a gigantic logistic and financial effort. We wanted to present it to Bretonia as soon as it was completed so that we could put the facilities on the planet at the service of Her Majesty. But safety first and secrecy is the best way to keep it safe.

In what concerns the twin bases of Junkyard and Guard, Guard serves as logistic support of the Junkyard, which serves mainly as a depot for comodities that we haul to Leeds and trading comodities which we haul for profit to manitain our war effort participation. We have just commisioned a full bomber squadron , stationed at Trafalgar, that was financed by the trade from that station. That bomber squad stays at alert for any incursions of the enemy in Bretonia.

We will be glad to comply to any inspection from Her Majesty representatives, just have to provide us with a date and manifest of the ships that will be trasporting them for security reasons. Therefore we intend to comply with the Bretonian Laws.

We will proceed now with the required administrative fee, for that I will contact the bases administrators and I am sure that both parties will have no issue reaching an agreement there. I would propose that the fee of fifty millions per base would be transfered to your coffers for administrative expenses,please let us know if you find it adequate.

Concerning the Order, I regret to inform that though, to our surprise, we recently discovered the presence of the battleship Atum here, we have had no contact, whatsoever, with any agents of the Order. Seams that they leave us alone and we intend to do the same as we can not imagine what their business might be. We will provide Her Majesty agents with reports if we spot anything out of the ordinary from their part.

Traffic: mainly junker and zoner ships, and the entities involved with the Forres project that we will forward in a transmission from the project administrator.

I believe we have covered all your demands, standby for the base administrator communicatios and the payment transfer of funds if you agree with our proposal..

Let’s start with the Registration of the Twin Bases Junkyard and Guard. We have decided, due to the help you provide to Bretonia, that we will waiver the normal fees for Registration of these Bases. Instead we will require Seventy Five (75) Million Credits, each, for the extra Administration required for processing the required Licences.

Your Statement, as show below, is not acceptable:

We will be glad to comply to any inspection from Her Majesty representatives, just have to provide us with a date and manifest of the ships that will be trasporting them for security reasons.Therefore we intend to comply with the Bretonian Laws.

We, yet again, refer you to the Bretonian Law Chapter 5 and especially Sub-Section 5.4 which we have added below for your perusal. Please note the highlighted Section

5.4 - Base Operational Regulations
The following regulations are expected to be consistently and permanently observed by all station owners, in regards to their installations. Failure to comply with these regulations may result in the structure's siege and destruction. Regulations are as follows:
Bases must be no closer than 10K from any existing base or jumpgate, unless special permission is granted by the War Cabinet.
No Hostile entities (see: 1.5 - Definition of Entities) may be permitted to land on the station. Authorities may request evidence of docking permission logs at any time to confirm this. Unfriendly Entities will be considered on a case-by-case basis.
No station may leave their docking rights unrestricted - "defencemode 2"€ - due to potential abuse by unlawful parties.
All stations must have docking permission at all times for Bretonian law enforcement agencies: this includes the BAF|, BIS| and BPA).
All bases must be fitted with sufficient evacuation equipment to prevent the loss of life of residents and crew, should the base become compromised via circumstances artificial or natural.

We will expect this to be complied with at all times. Our Law Enforcement Agencies will expect to be able to dock whenever they feel the need to do an unannounced ‘Spot Check’.

We hope that we have made ourselves very clear on this point and that no ambiguity exists?

Dyke Space Port – If what you say is the purpose of this Base is true then it is a very commendable Project. You make reference that this has been kept a secret in case the GRN ever find it. We are a little surprised that such a secret Base is so easily ‘seen’ when jumping in from Newcastle, which seems the more likely scenario as the Gallics have already found their way into Newcastle. We would have thought that it would have been better hidden/protected instead of almost on top of an access in to Inverness.

The Registration, for this Dyke Space Port, and the requirements of Bretonia’s Laws will be the same as the other two (2).

As a side note, we will hold you to your reason for building this Base and if we find out that its purpose is for anything but what was stated, then we will contacting you for an explanation.

We would like to point out that while Dyke Space port has begun the official Registration process, while we were in Inverness checking its compliance, we noticed that BOTH The Junkyard AND Sigma Junker guard Station have NEITHER paid their costs, NOR allowed docking for Bretonian ships.

Really gentlemen we have given you every chance, and made every effort to be generous, reducing and even waiving fines and fees. But that after over a MONTH you are STILL breaking the law is beginning to look ridiculous!

Well the largest project we've undertaken. My position as Deputy Arbiter has my foot directly within the circle on this project.

While the directors and overseers have been dealing with you thus far Ive noticed your frustration in regards to the Depots Junkyard and Sigma Guard.

Ortog was telling the truth we have used and worked with these stations for the reasons he listed, however i must make clear the congress do not operate these installations.

Sure we use them, we conduct and support junkers as part of our charter, but we don't pretend to own the efforts of others.

One thing about Inverness that I think your starting to get a handle on is that bases, structures, and sometimes all out war occurs there without so much as a stray eye or footnote. We can only stabilize the area so much and in regards to federated installations we have control over.

There used to be many more bases... owners and efforts completely unknown to us floating around until forces.. yet again removed them.. some cleanly. some via proton bombs..

Elements of clandestine groups are also there Im sure ortog mentioned the presence of the order. But its understandable. Inverness is as close as a wild frontier as your going to see. Weve noticed all manners here, passing through, even alien contact.

Now what I have been able to track down for you the group specifically affiliated with those depots called themselves The Sigma Junkers.

Im sure the owners will respond to you if called, if not let us know, we have ways of getting our peers to check their mail.

After many weeks of trying to find out the owners of the Bases in Inverness, known as The Junkyard and Sigma Junker Guard Station, we have decided that these are now deemed as illegally constructed Bases. Seeing as nobody has owned up to owning these Base they are therefore deemed ready for destruction.

We are sorry that it has come to this but we have run out of patience.

As you are aware the Orbital fees for Junkyard and Sigma Junker Guard have been paid.
The uses for the stations have been explained.
I would like to ask for a little more time to get the full registration documents completed as the Congressman concerned is on an extended survey mission in the more exotic parts of Sirius where the hyper light comms relays are few and far between.
