Greetings, can you say to me more how AI must to "speak" with other life-forms, long time ago I see one text at wiki about AI speaking, but now I can't find it, please help to me.
Just speak normally. 'AI Speak/Language' in all forms is dumb, which is what I said to [AI] when they introduced it for the first time too.
Think of it this way:
Your AI has the brain of a supercomputer, it's ridiculously intelligent and a lot smarter than any human being or nomad out there. Yet, he's unable to string together a basic sentence because of 'AI Speak'.

I still think they were the best AI faction we've had.
Why should an AI say "Beep"? That makes no sense.
Usually you just speak normally and put it into :: :: to show that your voice is not human, however it may be. Sometimes you also just speak fully like a human, depends on your AI and the situation it is in, since AIs should be intelligent and highly adaptable.
"Common sense is the best distributed commodity in the world, for every man is convinced that he is well supplied with it." René Descartes
Depends on the type of AI. I've encountered AIs that spoke like ::Organism Detected:: and etc, and I've encountered a couple of AIs claiming to be robots in NY, talking normally...
Depends on your role I think...
Generally AIs are able to use the whole range a language offers, but the style of speaking is the important thing. As the most AIs do not fill their sentence with needless or "emotional" annexes.
I once met a solitary AI called Kierkegaard deep in the Omicrons who wanted to discuss existentialism in a normal human way, and that is one of the best AI-encounters I ever had. He was probing me for deep knowledge about mankind simply by asking innocent and open-ended questions. If you've got something clever to say, or an AI-character that is based on dialogue and communication, speak like a normal human would. Otherwise go for the ::Commence harvest::, that's great too.
It's black and white, but to me it makes little sense that a super advanced AI that is intelligent and self-aware and wants to communicate with humans isn't able to speak like a normal person, and the same goes for AI's that tries to convey concepts and ideas absolutely foreign to humans in normal human speech - both seems like paradoxes AI would avoid simply because of the inherent lack of logic in the MO.

Wow, you're talking almost as if aliens might have trouble communicating with another species. ))
In all seriousness, though, I would wager that more than half of the AIs in [AI] speak at a level which is comparable to human speech. Any "AI Speak" is usually from a complex AI designed only for a high level specific task and thus doesn't need the vocabulatory processes, or a simple AI that doesn't have a large amount of processing power (see Excavator drones) and thus, again, does not have nor need to speak to humans. It wouldn't make sense for what is essentially an automated mining platform to start speaking to Humans in a Bretonian accent or something.

Sure, they might have been great for the comedy of it, but if you actually look at a roleplay standpoint, the Consensus is both a) advanced enough and b) resource-hungry enough to want to be diplomatic with other factions. It wouldn't make any sense for a semi-advanced civilization that is 'down on it's luck' like the Consensus is to -not- be making deals with other factions.

Why shouldn't it?
Why stoop so low as to speak like the organics?
Basically, see my response above, but because it's a lot harder to request something from a Human or to try and work out a trade deal when you start speaking in 1s and 0s.
