Currently the Coalition ships are balanced against the Corsair/Bret ships which is ok, however they fight more then just them and when they are outside the Omegas in Liberty/The Taus we are sorely outclassed, now sure we have other ships to use, though they too are outclassed in some cases. Why cannot the Coalition ships be balanced like this:
Insurgent:
Less Hull
Smaller
Faster
slightly less armor
Overall: More Guardian less Titan/Templar
Revo:
Rebalance 1: (Heavy Bomber)
Give a Dedicated CD
Give it a freighter shield
Leave everything else as is
Rebalance 2: (Light Bomber)
Drop the core
Drop the armor
Drop the size
Buff the maneuverability
Notes: Currently the Revo is a unusual Bomber in the same boat as the Gaians/OC and others. Who have Heavy Bomber Agility/Core but with out the benefits of Shield/Dedicated CD

Not much to say, a bit large for a LF but *shrugs* more or less Scimi sized so cannot really complain.
Edit: On a side note, I am personally in favor of them being on the lighter end, as it would make more sense for Coalition to be in and out with light fast and surgical strikes not heavily armored Snubs that are proverbial tanks.
I think the coalition snubs are fine, although as I recall it the CD arcs on the VHF or the Bomber is very limited, which makes a difference these days when people seem more and more hooked on ammo based weapons. Don't know if CD arcs is something that factors in when balancing.
Coalition snubs aren't great, but they aren't bad either. I think they are just fine, actually. Do you remember once upon a time the GMG bomber was the most badass bomber in the mod, then Cougar and some other bombers arrived? If the GMG bomber is the measuring stick, the Coalition bomber is pretty good - it is a hell of a lot better than the Falcata mk 2 that has similar stats if you ask me.
It is no wonder that factions always ask for their ships to be smaller and more agile, sacrificing hull strength, as these ships generally perform a whole lot better in PVP, but it's a trend that needs to be curbed IMO.
It was the VHF that had the limited arc, thought to my knowledge, that has been cleared when it got the new model (unsure on that part) though my own feeling is that the Insurgent is a very sluggish handling fighter, though thats my own opinion.

Probably because snub aces will chew up a slow, heavy bomber like the Challenger. How you plan to curb it?

But for now - Revolution bomber is perfect as it is. For its size, powercore and centered torpedo slots it have great speed and health both. It could be better, but its going to make him overpowered in eyes of community.
About Insurgent - I totally agree that it needs fixing. Insurgent should have its hulls dropped to 11.2k in exchange for better turning and probably smaller hitbox, because Ive been told its unfairly big.
Partisan? Sorry, cant tell you much about it since I stopped flying it when Coalition lost its 1.0 refire kalashnikovs. But back then when I did flied it - it felt slower then it should and with big hitbox.

By having ships that aren't all equally good, and in some cases give more generous allowances on ID's to compensate.
It's no fun if ships are more or less identical to one another.
In my opinion, what SCRA shipline suffers from is basing off every ship from single template of what originally was a light fighter (dagger/scimitar). This makes things complicated to balance out properly when bomber is only slightly bigger than interceptor of yours.
