inRP, Blood Dragons have very few Battleships which are only used sparingly. So your point is moot.
Let me just point out a few more flaws in your reasoning:
1. They dont have anywhere to build or maintain them. sure, theoretically there might be one or two defections but most Captains of battleships would probably be vetted and checked before command is assigned by KNF. The two BS Exiles have is likely the reach of their power, and they'd be somewhat antiquted compared to current gen ships in KNF service.
2.on an ooRP note, use of Battleships does not an interesting faction make. a unit of battlecruisers could probably give a valor a run for its money.
3. Dont use RL as reasons and explanations. RL =/= Disco future. it doesnt translate well.
i do agree that a civil war in Kusari would be nice, but i doubt it would start by some massive coup from your claimed "many emperor-loyal officers". Dont you know that the bigger the conspiracy, the more likely it is to be found out?

Are you kidding? In Japan, there are (were) men who'd charge up and, literally, stab a man to death with a Wakizashi, because they were betraying their nation in one way or another. That isn't Japan now, since it's been bombed and 'culturally enriched' into a different mindset, but Kusari, before Gallia, had a very Pre-WW2 Japan feeling to it. I feel like there was a very, very weak response from the Kusari peoples to the exile of the emperor, as well as the bowing down to Gallia. There should have been uprisings across the House, but alas, we get a couple hundred other exiled folks.
The Exiles were made weak from the start. I'm still not sure why.

Give the Exiles a BS and you will see more kusari at gallic fights, also get them more bases so its justified that they have more BS's. , Hogosha possible) it would not take a genius that they would have some possible opportunities to get a BS from the Scrap Yards of the Empire/Republic and/or Blackmarket or even would bording Enemy Ships.
It would be fun if they had a BS, but I fear it would be too much for Gallia. Gallic players often find themselves outnumbered only by Bretonian players, let alone by both Bretonian and Libertonian. Now add the Council, the Outcasts, the Colonials... I think it is Gallia who rather need a hand.

It is possible, though. The Exiles can have a few more BSs. Yes, it was not a US carrier, but the Ukranian flagship did mutiny against their state and join Russian fleets instead in 2014.
Yeah. Sure. Losing a few battleships of the like 20 Kusari has inRP. No problem at all.
Also, what would the exiles need battleships for? To shoot KNF and BD fighters?
The exiles are written into a corner where the other factions fill their role way better. Battleships won't help. The situation of the faction must change as a whole.
Aekhm. I just pointed out that KNF was Imperial. Emperor isn't like President of Liberty. President is "just" a politician, while Emperor is like "the Father" to the Kusari. Whole KNF turning against Emperor makes little sense here, as we should remember, given the specific Kusari loyal state of mind, the coup KNF officers would be demonted of leadership, if not hanged, by their subordinates, at it is in conflict with Loyality to Emperor credo.
Given the mentioned before specific structure of the Kusari society, treason against Emperor is the highest crime of treason punishable by death.
Not to mention massive civilian demonstations in Kusari, in which KNF would only start shooting the protesters, what would ignite even more hate from citizens.
