I believe to make factions like BHG thrive, we'd need to nerf transports, or at least make piracy with a VHF easier. Then BHG and other merc factions could thrive on escort contracts.

I don't think I get this. It's not like there is not enough pirate activity on the server, but you want the pirates to be able to take down transports on VHFs instead of bombers that they primarily do now?
Isn't it easier as an escort to kill a pirate bomber than a pirate VHF?

As for this faction proposal, I'm not sure why it uses the tag and logos of the previous official faction. I am also not sure if the leader of this faction is even barely interested in this faction as this seems more of an attempt to secure the APM tech in specific hands.

Transports aren't the issue. And no, a single fighter designed to kill small ships should not be able to kill a transport like a walk in the park. It's fine how it is. Besides, if you make fighters able to kill transports a lot easier then the result is quite simple. Escorts won't be able to kill the fighter before it kills the transport. I can already give no craps and do that in a bomber, I don't need to be able to do that in a fighter and neither does anyone else.
The problem is it's a faction that relies solely on killing. Meanwhile we have things like station hugging and quick docking not to mention how hard it is to hit somebody that actually knows how to run away. Whenever I would bounty hunt, if they were not as skilled or more skilled, most people would simply run/pull those station hugging routines. It gets old pretty quick.

I agree about the balance bit. To me the issue is that space is too densely filled with NPC's and dockables with guns and the likes, which makes it highly impractical to be a solo VHF pirate almost anywhere on the lanes. The best thing a transport pilot can do is to shut up and run for the nearest base right away, and that's not really conducive to fun role- and gameplay.
That calls for bombers, and most bomber pilots except for the worst and the very best will run when they see a Manta. Or it calls for Cruisers or Gunboats, which in turns leads the hunters to lose interest in pews.
Maybe remove some clutter? Make distances bigger? Make piracy and "space is dangerous" a thing?

As for Capital Systems, I think that piracy should be the hardest there. It's logical that major systems will be highly fortified. I'd remove some defences from the least-developed systems, such as California, Kyushu, Dresden.
There's however one way to cope with everything. Bases are usually killers, when it comes to killing players. Why not to remove capital ship patrols completely in that case? I'd leave normal snub NPCs, like it was in the vanillia Freelancer.
Lot of stuff to respond to, so i'll try to get it all in one post but I likely will miss some stuff.
First off, it is the same faction reapplying for officialdom. The 2ic has been updated, I confess I did forget about actually updating that on the thread. Recruitment is purposely kept on a somewhat invite basis, typically people express the desire to join and we see them hunting in game so we ask them to join. This is intended as a method for quality control so that we can actually see how the members RP in game as well as other factors such as fairplay, ie not shoving their manta into an already 5v1 fight.
Regarding stuff done in game, we've never really had a problem actually killing things before they can dock. It is sometimes annoying having Navy show up at the last second and steal said blue, but overall it's still fairly doable. That's also just referring to snubs, there are quite a lot of unlawful gunboats around that cant actually run to dock.
On top of that, we also attempt to do escorts when possible. Personally, even though it's less profitable I prefer to escort smaller convoys of trade ships around the 3-4 number but I know that various members have acted as escorts for IMG| convoys from time to time. I've been trying to encourage this more as I do confess, actual RP with targets does tend to be somewhat shallow, especially considering that a fair number of the larger fights we've been involved in have already started and there's noone left to respond to RP even if we tried.
This has been somewhat difficult recently because the server population for the month has been extremely low and BHG isnt really the kind of faction that can actually create its own activity. This affects us twofold unfortunately, first of all because of exams and other things some of our own members arent able to contribute as much as they used to and due to the fact that everyone else is busy it limits what we can actually do in game.
I'll arrange Sair/BHG event ASAP - in order to celebrate this awesome news. I strongly believe in good outcome. BHG was first official faction I managed to get in, ffs!
