On a serious note, CoF is more of a forum than a ruling body, it's only real power is manage docking rights to Freeports. Every Freeport administration is independent. Zoners don't lay claims on space and resources. 10k no-fire zone is not a 'Zoner territory'. That's just a condition of using the Freeport network that you don't open fire in this zone. Theta and Omega-49 could be different, I can't tell.
Enforcing the no-fire zone is an option that probably depends on administration of particular Freeport, I would say. They have this right by laws of CoF, however, it can and did have consequences for the Freeport and it's inhabitants.
All of this, ofc, is mostly my opinion based on limited experience with the game and the lore.

The NFZ is important to their station safety, after all. Stray plasma might hit their station, so NOBODY gets to shoot around their freeports. Unless its them preventing a breach of the NFZ. They are the "landlords", and the NFZ exists to guarantee neutrality. So blocking the tradelane would kill the justification for their NFZ anyway. Have faith in their neutrality blasters!

That's very accurate, and best answer that could be given.
In all my Disco life I had only few situations that I actually had to log one of my Zoner caps to get rid of someone notoriously if not breaking, at least trying to bend laws to himself (self-defense is worst excuse ever). By my book, whoever attacks first in NFZ after one warning for cease fire should be 1) destroyed, 2) FR5'd. If you want to continue your self-defense you turn your worthless chrysalis and do it outside of NFZ.
That's how it was in the past, that's how it will most likely be in the future.
