Well the old computer recently died and mum has finally aggreed that we need a new computer.
I have a Screen, Keyboard, Mouse and Speakers left over from the old computer.
The proplem is:
1. I can only spend $800 AUS
2. I would love it if it was compatible with my 250G WD EIDE hard drive and my DVD drive
3. My parents don't like ordering stuff over the internet
So could the wonderful people of this community give me some advice on my options.

At this moment, concerning the graphics card, I highly and utterly recommend buying one of Ati's HD48xx cards.
Personally I've always been an NVIDIA guy, but at the moment Ati gives more quality for less price ( Excluding the very high end cards ).
HD4850 beats, I believe, all NVIDIA's cards up to 9800GTY.
And it costs approximately 150 Euros.. I don't know how to convert it to your currency.

just a advice if you are buying a new high end graphics card see that your SMPS is also upgraded because this GD needs high voltage to run properly so you must have an SMPS of 800 volts...and i think ATi has launched best GD
Both the E8400 and the E8500 overclock to the same top frequency, and the stock speed differences really are minimal.
4GB of RAM really isn't needed unless you plan to install Vista 64bit. Stay away from XP 64bit, since that one was Microsoft's first proper attempt at a 64bit OS, which really did fail. If you have 4GB in a 32bit OS, it will only show 3.2GB in use, but it will still show 4GB installed. Which means that the memory controller on the motherboard is accessing different amounts of RAM on each of its two channels. That being said, RAM is really cheap now, so it doesnt matter too much.
Any savings you make could be spent on buying a better case or a CPU cooler. I still recommend the Arctic Cooling Freezer 7 Pro, cheap and cheeful as it is.
