We're keeping the laws simple - stop for scans when asked, contraband laws (no artifacts k?), no shooting cardamine transports. The obvious stuff, and important slightly-less-obvious stuff.
This is for two reasons:
1. Easier to remember, and therefore easier to enforce.
2. We're not Liberty, Bretonia, Rheinland, or Kusari. We'll have the essential rules, and that's it.
I'll only be addressing the speed docking suggestion specifically: Not happening. Paritally because, I'm not sure if you've noticed, but there are periodic patrols of BHG fighters and freelancers that we might need to escape from very quickly. Especially those of us who fly freighters.
The independents will be addressed, we'll be maintaining a list of those we trust to keep things orderly.

Edit: Although in retrospect that situation would surely be a permissable emergency procedure rather than a standard one, which sadly seems the case

well ive seen a lot of people being Twats in Alpha
- Gunboats shooting and ramming me
- Fighters shooting at Cardi Smugglers
- People undocking seeing me and just firing at me because they want to test their new weapons
- people calling me "noob" because i rp dock (i fly slowly sidewards to the Mooring fixture)
I really like to sit at 2K Range of Malta and scan people and talk to them. I like to escort some Junkers through the Taus. I like to sit at the Jumphole and wait till someone comes.
But we really need a list of people which are pleased as a guest. Like i didnt know that IND is allowed to fly through our system (If that is true) So i talked to him and decided to Escort him the the Hole and shot down attacking Bounty Hunter. I play Freelancer to RP not for shooting at each other.

This isn't easy when we don't have your Skype name, you know...
IND are allowed in, they bring supplies and transport Cardamine - why wouldn't we let them in?
Any fighter caught shooting a cardamine transport is subject to instant termination by whatever force is in the area. The rest of the laws aren't quite final yet, but it's safe to say that one's not changing.
Ramming larger ships is against the rules, that's not something we need to cover.
The guest list will be made shortly. The Mandalorians, Kain and Billy, Alexis Almira, Sierra Rivetti, and the IND are welcome in Alpha.
Ok lets leave this hanging for now and let Thexare work his magic and see what he comes up with. As far as I am concerned, any information is better than none.
I'll get the nightmare called skype reinstalled though it goes against my moral fibre to use it, and get on the outcast skype channel.
I think we could debate forever the problems in outcast space. I think the best thing is to get an official listing up somewhere and then take it upon ourselves to ensure others are aware of it and also attempt to educate them when it comes to outcast RP in our area. By we I mean Indie and faction alike as we all have a vested interest in creating a harmonious gaming environmet in the Omicrons

If anything, I'd like to see the incoming traders/smugglers/general non-Outcasts stopping to be scanned instead of speeddocking.

That would be great Vega. I have been toying with the idea of setting my dessie up with the name 'Malta Approach Control' or something similair. Granting docking permission, ensuring cargo is scanned by someone, Undocking clearance etc. This would be purely for RP and I am not expecting anyone to take notice of anything I say or do unless they want to RP along with it. I would just enjoy the role myself as I am not much use for anything else half the time in my dessie. I often find myself with not much to do around malta. If I could have another player in space to carry out scans, escorts when required etc then that would add to it.
I had thought of just setting up a new char and having them just do it from planet surface but that poses many problems, not the least of them being station idling.
Again let me reiterate that this would be purely for RP and I am in no way suggesting that I have any say over who does what in that system.

I'm not an Outcast, however I there's one thing I'd like to ask you to consider.
If you see any Lane Hacker ID'd capitals who are staying in Omicron Alpha for extended periods of time, please send them home. Because I can't see many reasons why a Lane Hacker shuold be in Omicron Alpha, unless he/she is actually roleplaying something, perhaps research-wise, don't know.
But Lane Hackers "hanging out" or "messing around" in Omicron Alpha for no good reason and for long periods of time are not right, in my opinion.
