Some people don't want to make a demand right away. They don't want to be pumpkin and honeybunny from Pulp Fiction. Some want to be slick, and they demand an response from the trader.
Trader staying silent isn't in roleplay at all. If you ask me, one that requests a sanction against a lack of RP, but lacks it himself is a frikkin hypocrite. That's the problem right there.
If a trader is a roleplayer, the situation will surely go like this.
"Stop right there!"
"Ahh, a pirate! mayday mayday!"
"noone can help you here, now hand over 2 million before i blast you into oblivion"
See, the demand is right there after the trader roleplays.
Now, we all know how to non-rp act. but let's see how does rp guy act when confronted by demand right away.

But i agree, as a pirate, if a trader doesent give me any roleplay, i cant really do much more in roleplay then kill him.
Interaction is the name of the game, even if you just act like a normal person would.

Infact, I /signed this whole thread. I never like to use prepared messages, because every taxing is different I like to vary it. And that improves the role-play of it.
If the trader is silent and does nothing I issue my demands again, and then I give them a warning, and then I kill them.
If the trader is trying to engage cruise engines I can never write a decent demand in the time I get to do so, so I give several warnings to stop (at least three) before I shoot.
I never tax for the money, I tax for the role-play of it. And if that person doesn't want to role-play with me then my entire attitude towards them changes. I like having a chat with my trader, and I raise or lower my prices according to what happened in that chat.
Sindy has hit the nail on the head with this thread. I believe that several warnings of "Halt" or "Cut your engines" should allow the pirate to destroy the trader because a warning was given.

That's not necessarily true - it really depends how far away you were when they dropped out of the trade lane. If you're sitting on their backside then sure, but I seriously doubt there are many people out there who would value a two minute pirate/trader roleplay at the rates some people want to charge for safe passage - whilst doing RP hauls on the Rheinland->Bretonia route I've had pirates try to charge me 5m to pass with a cargo that cost me 3.5m at the source. My rule is fairly straightforward here; if you're trying to take more than half the profit of the run I'll take my chances running. If I fail, I switch and play around on another character until more "fun" pirates are patrolling my routes.
It's a fine balance. That's the exception and not the rule of course, but just because a trader is trying to run don't assume they don't want to play - just remember that if they make the decision to run they are going to be suffering the same problem of not having the time to type whilst spamming countermeasures.

Okay I'm gonna toss my ring into the hat on this one. So hold your flames for a moment, eh? Obviously, no one is gonna get rich pirating...well with the new miners, perhaps... but I digress. The point is RP. Right? So, yes I agree that silent traders are a pain, but perhaps that is part of the RP? I see no reason whatsoever to repeal the rule. Not popular, I know. But I don't let a silent trader ruin my fun. I just carry on. If I'm doing it right, even a failed attempt at piracy can be amusing. Not that I wish to go down for failure... but honestly. It felt for a bit there, that I had no choice but to really go over board on the whole "Halt" thing. So now, I just talk to them.
" Hey <insert name>, Let's have a little chat, shall we?" (after I've killed the lane, or CD'd them or BOTH.)
Then I carry on with my demands, usually in the form of a polite 500K request. That's just my way. However... I was confronted with a Trader of few words. I commented that I thought my request was reasonable and that I suspected that he was stalling. So I woke up my guncrew... which really pisses them off, heh. And we took the trader down to a thin shell of their former glory... THEN they paid. Great fun!!! With the exchange, the Trader was wished a great day and everyone flew away happy. Well at least I was. Good RP is where you find it folks!!! Honestly, We are all here to have a good time and I'm having a blast. Respect to my fellow Pirates! Folks, we can and will do better out there. As always, if there is anything I can do to add to your enjoyment, please... Allow me to contribute. I don't get to play as much as I'd like, but when I am here, I sure do enjoy spending time with you.

I have to agree with Mord here, I've been in a few good RPs both with my old freighter, and my old blood dragon gunboat (back in 4.84 iirc) i used to tax a nub-diamond runner with my gunboat, every time he ran through my system, i'd charge him about somewhere between 250K and 3 mil, and the whole time he and I ran into each other, we had no problems, and the same with my freighter, i've talked pirates into decreasing their tax. so I've played both sides, /but/ both the pirates and the freighter guys need to be lenient about how they handle situations, as far as saying halt then blowing them out of the sky. If a freighter doesn't want to RP, i normally just blow them off and go find someone else to attack and ignore them, or once they leave the system, shoot them a quick PM with an OOC thing and ask why they didn't RP, nothing wrong with being curious. especially if they thought the tax was too high or something.
On the opinion of baiting: I've seen baiting happen by losers who just get on the server to screw over people then write out sanctions, but that is also done by anyone, not just freighters/pirates.
If a trader doesn't put in the effort to stop and RP or even pay half of what I asked, he deserves to be blown up and lose all of his cargo and regens.
I'm going to have to agree with Sindroms here and various other people. On my LRF, I never ask for credits to begin with. I inspect cargo, ask the trader where it came from, where it's going, and then decide what to do with him. You won't believe how many times I've had silent traders who just try and CD away after I tell them to stop their ship and prepare for an inspection.
So because they don't even bother with RPing, I can't even do my own. Why shouldn't I blow him the hell up?
Because the rules say you can't. Not without making a demand for credits or cargo. It's a very very very simple rule, and one that I was able to not break for a year on my Outcast pirate in the old Simga 13 BEFORE preset messages were added.
Bottom line, no matter what the "oh it's inRP" justification is, if you blow up a trader without making a demand for credits or cargo, you can be sanctioned.
Since all that's happened is people going in circles yapping about a non-issue, this thread ends.
